Abstract:

The purpose of this dissertation is to establish whether the European Neighbourhood Policy is a sustainable and reliable instrument in building a secure and stable neighbourhood for the EU's member states. To do so the author will rely on the conditionality and socialization principles in analyzing the path towards closer integration of the Republic of Moldova and Ukraine with the European Union. The research has shown that there are three main factors that can determine the success of the ENP in the case of the Republic of Moldova and Ukraine: 1. Member states decide to delegate sovereignty to the EU in the sphere of foreign policy when they are certain that the benefits outweigh the costs; 2. Relying on previous experiences of enlargement promises more predictable and successful outcomes and 3. The adoption and implementation of the EU values and norms depends on the willingness of the of the ruling elites in the partner country.
