Nejistota procesu evropské integrace: identifikace a makroekonomické implikace

Abstract:

Tato studie zkoumá makroekonomické důsledky nejistoty vyplývající z členství v Evropské unii (EU). Členství v EU významně ovlivňuje ekonomické rozhodování ekonomických subjektů, a zatímco negativní dopady nejistoty jsou v literatuře zdokumentovány, dopady nejistoty vyplývající z nejistých nákladů a přínosů tohoto členství v čase nejsou známy. Pro měření této nadnárodní nejistoty konstruuje tato studie nové indexy s využitím současných metod textové analýzy v ekonomické literatuře, ale využívá také nedávných pokroků ve zpracování přirozeného jazyka k odstranění některých omezení současného přístupu. Pro zkoumání ekonomických důsledků této nejistoty se tato studie zaměřuje na vybrané makroekonomické proměnné, u nichž byl dopad nejistoty prokázán, ale v případě evropského regionu je tato literatura omezená nebo dokonce chybí. Konkrétně se tato studie zaměřuje na volatilitu směnného kurzu eura, bankovní aktivitu v Evropě a mezinárodní zahraniční toky. Výsledky ukazují, že vliv evropské nejistoty významně přispívá k volatilitě směnných kurzů, a ukazují, že sledování pouze národní nejistoty vyplývající z ekonomické a politické nejistoty na úrovni jednotlivých zemí je omezující. Toto zjištění je důležité, protože zdůrazňuje potřebu zohlednit více dimenzí nejistoty, včetně nejistoty vyplývající z tohoto členství nebo globálních šoků. V případě bankovní činnosti a analýzy dopadu evropské nejistoty na přímé zahraniční investice byl rovněž prokázán negativní účinek s tím, že tento účinek není v jednotlivých členských státech homogenní Pochopení těchto účinků nejistoty vytváří základy pro komplexnější pochopení účinků nejistoty spojené s členstvím v EU a způsobů jejího řešení s cílem podpořit přínosy evropské integrace směrem k hospodářskému pokroku a odolnosti.

Abstract:

This thesis examines the macroeconomic implications of uncertainty arising from membership in the European Union (EU). EU membership significantly affects the economic decision making of economic agents and while the negative impacts of uncertainty are documented in the literature, the impacts of uncertainty arising from the uncertain costs and benefits of this membership over time are unknown. To measure this transnational uncertainty, this thesis constructs new indices using current methods of textual analysis in the economics literature, but also leverages recent advances in natural language processing to address some limitations of the current approach. To explore the economic implications of this uncertainty, the thesis focuses on selected macroeconomic variables where the impact of uncertainty has been demonstrated, but in the case of the European region, this literature is limited or even absent. In particular, the thesis focuses on the volatility of the euro exchange rate, bank activity in Europe, and international capital flows. The results show that the impact of European uncertainty contributes significantly to exchange rate volatility, demonstrating that tracking only national uncertainty arising from economic and political uncertainty at the country level is limiting. This finding is important as it highlights the need to consider multiple dimensions of uncertainty, including uncertainty arising from this membership or global shocks. In the case of banking activity and the analysis of the impact of European uncertainty on foreign direct investments, a negative effect has also been demonstrated, showing that this effect is not homogeneous across member states. Understanding these effects of uncertainty lays the foundations for a more comprehensive understanding of the effects of uncertainty associated with EU membership and how to address it to promote the benefits of European integration toward economic progress and resilience.
