Long-term assets depreciation of territorial self-Governing units

Abstract:

Celou veřejnou správu výrazně zasáhly změny, které vyvolala účetní reforma a s tím související start fungování Centrálního systému účetních informací státu (CSÚIS). Zaměřím se detailně na účetní metodu - odpisování majetku, neboť nezohlednění odpisů uměle zlepšoval výsledek hospodaření územně samosprávných celků. Cíl diplomové práce je stanoven takto: analyzovat změny, které vyvolala účetní reforma. Ve své práci se budu zabývat charakteristikou a popisem rozhodovacích procesů v územně samosprávném celku v souvislosti se zavedením účetnictví státu, především pak dopady v souvislosti se spuštěním odpisování dlouhodobého majetku. Zaměřuji se na komparaci nabízených účetních postupů se zaměřením na aplikaci účetní metody – odpisování. Provedu komparaci u volby způsobů odpisování dlouhodobého majetku. Prověřím, zda nedochází k narůstání vnitřního dluhu na majetku a to vše u vybraného subjektu – města Meziboří. Prověřím, zda se v účetní jednotce fundovaně využívají z výkazu zisku a ztráty informace o celkové výši odpisů.

Abstract:

The entire public administration was significantly affected by the changes caused by the financial reform and the related start of Central System of Accounting Information of the State (CSAIS). I will focus in detail on the accounting method – depreciation of property, because failure in taking depreciation of assets artificially used to improve profit of territorial authorities. The objective of the thesis is as follows: to analyze changes which caused the financial reform. In my thesis, I will discuss characteristics and description of the decision-making processes in local government units in relation to introduction of state accounting, particularly impacts associated with the launch depreciation of fixed assets. I focus on comparing the offered accounting procedures focusing on the application of accounting policies - depreciation. I will compare methods of depreciation of fixed assets. I will examine whether there´s any accretion of internal debt on the property by the selected entity – the city of Meziboří. I will examine whether information about the total amount of depreciation is competently used in the profit and loss entity.
