The Electoral system of the Czech republic: evolution and the present state

Abstract:

Předmětem bakalářské práce je zmapovaní vývoje volebního systému na území dnešní České republiky a to již od přelomu 19. a 20. století. V této době se v celoevropském kontextu začala prosazovat všeobecnost volebního práva i v tehdejším Rakousko – Uhersku. Právě na toto období navazuje demokratický vývoj volebního práva v naší zemi, který byl fakticky odstartován první Československou ústavou. Po dvojím přerušení, které bylo způsobeno okupací a pozdějším uchopením moci komunisty se tuto tradici podařilo po roce 1990 opět obnovit. Došlo k obnově pluralitního politického systému a právě politické strany se staly hybnou silou dalšího vývoje volebního práva u nás. V závěru bakalářské práce se v kontextu volební reformy a posledních parlamentních a prezidentských voleb budu snažit odhadnout další možný vývoj volebního práva v České republice.

Abstract:

The subject of my essay is the evolution of the Czech voting system within the territory of what nowadays is the Czech Republic. I tried to cover the period form the turn of the 20th century. At that moment the universality of voting right began to appear throughout Europe and even the Austrian-Hungarian Empire. This period also represents the base for the democratic evolution of the voting system in our country, which was in fact started by the first Czechoslovak Constitution. After it had been interrupted twice – first during the Nazi invasion and then by the rise of the communist regime – it was recovered again after 1990. The pluralist political system was renewed and political parties became the moving force for another evolution of the voting system in our country. The final part of this paper is dedicated to the context of the reforms in the voting system and to the last Parliamentary and Presidential elections. Analyzing these events I am going to try to guess the next possible evolution of the voting system in the Czech Republic.
