Abstract:

Cílem této diplomové práce je evaluace a optimalizace procesu získávání policistů u Policie ČR z hlediska očekávání a preferencí cílových skupin uchazečů. Byly stanoveny tři hlavní předpoklady: 1) Implementace gamifikace do náborových postupů zvýší atraktivitu Policie ČR pro uchazeče, zejména mladší generace, a zlepší vnímání Policie ČR jako moderního a inovativního zaměstnavatele. 2) Začlenění specifických náborových iniciativ zaměřených na ženy může zvýšit počet žen v policejních sborech a zlepšit celkovou diverzitu a inkluzi. 3) Prestiž policejního sboru a osobní doporučení od policistů zvyšují atraktivitu policejního povolání pro uchazeče, to vede k efektivnějšímu náboru nových kandidátů. K dosažení cíle byly stanoveny následující výzkumné otázky: Jaké faktory motivace jsou klíčové při rozhodování o práci u Policie ČR? Jaké faktory jsou demotivující? Jak zlepšit image Policie ČR jako zaměstnavatele? Jak zefektivnit strategii náboru policistů? Metodologicky byl výzkum založen na kvalitativním přístupu, konkrétně na realizaci případové studie a sběru dat prostřednictvím řízeného rozhovoru, skupinové diskuze a analýze publikovaných dokumentů. Data byla získávána od respondentů vybraných na základě úsudkového výběru během fyzických testů a následně analyzována. Výzkum odhalil, že klíčovými motivačními faktory jsou finanční odměny, smysluplnost práce a možnosti kariérního růstu, zatímco hlavními bariérami jsou byrokracie a náročnost náborových procedur. Rovněž byla identifikována zjištění pro zlepšení image Policie ČR jako zaměstnavatele. Atraktivita by se zvýšila zejména modernizací náborových procesů, zdůrazněním etické odpovědnosti a sociální angažovanosti i efektivní a cílenou komunikací. Na základě těchto zjištění bylo doporučeno implementovat gamifikační prvky do náborových procesů, zavést specifické náborové iniciativy pro ženy a zvýšit vnímanou prestiž a využití osobních doporučení v komunikačních strategiích. Tyto závěry a doporučení představují významný příspěvek k teoretickému i praktickému porozumění procesu získávání policistů a nabízí solidní základ pro další výzkum a praktické aplikace v oblasti řízení lidských zdrojů Policie ČR.

Abstract:

The aim of this thesis is to evaluate and optimize the process of recruitment of police officers in the Police of the Czech Republic in terms of expectations and preferences of target groups of applicants. Three main assumptions have been set: 1) The implementation of gamification into recruitment procedures will increase the attractiveness of the Police of the Czech Republic for applicants, especially the younger generation, and improve the perception of the Police of the Czech Republic as a modern and innovative employer. 2) Incorporating specific recruitment initiatives targeting women can increase the number of women in the police force and improve overall diversity and inclusion. 3) The prestige of the police force and personal recommendations from police officers increase the attractiveness of the police profession to applicants, this leads to more effective recruitment of new candidates. To achieve the objective, the following research questions were set. What factors are demotivating? How to improve the image of the Police of the Czech Republic as an employer? How to improve the recruitment strategy of police officers? Methodologically, the research was based on a qualitative approach, namely the implementation of a case study and data collection through a guided interview, group discussion and analysis of published documents. Data was collected from respondents selected through judgmental sampling during physical tests and subsequently analysed. The research revealed that the key motivating factors were financial rewards, meaningfulness of work and career growth opportunities, while the main barriers were bureaucracy and difficulty of recruitment procedures. Findings for improving the image of the Police as an employer were also identified. The attractiveness would be improved in particular by modernising recruitment processes, emphasising ethical responsibility and social commitment, as well as effective and targeted communication. Based on these findings, it was recommended to implement gamification elements in recruitment processes, introduce specific recruitment initiatives for women and increase the perceived prestige and use of personal recommendations in communication strategies. These findings and recommendations represent a significant contribution to the theoretical and practical understanding of the police recruitment process and offer a solid foundation for further research and practical applications in the field of human resource management in the Police Service.
