Comparison of the position and tasks of the municipal police and the Police of the Czech Republic

Abstract:

Tato práce se zabývá komparací Policie České republiky a obecní policie. Cílem je analyzovat jejich postavení, působnost, řízení a organizaci, stejně jako hlavní úkoly a rozdíly mezi profesemi policisty a strážníka. Teoretická část vymezuje základní pojmy a legislativní rámec obou složek, včetně jejich oprávnění a povinností. Praktická část porovnává jednotlivé oblasti činnosti s důrazem na odlišnosti v pravomocích, úkolech i v rámci systému veřejné správy. Práce ukazuje, že Policie České republiky je státní ozbrojený bezpečnostní sbor s celostátní působností a širokým spektrem pravomocí, zatímco obecní policie je orgánem samosprávy s omezenější působností zaměřenou na místní veřejný pořádek. Výsledky analýzy poukazují na rozdílné kompetence i způsob řízení a organizace, přičemž oba subjekty se vzájemně doplňují v rámci systému veřejné bezpečnosti. Závěr shrnuje rozdíly a poukazuje na důležitost spolupráce mezi oběma složkami při zajištění bezpečnosti občanů.

Abstract:

This thesis deals with the comparison of the Police of the Czech Republic and the municipal police. The aim is to analyze their position, competence, management and organization, as well as the main tasks and differences between the professions of a police officer and a municipal police officer. The theoretical part defines the basic concepts and legislative framework of both components, including their authorizations and duties. The practical part compares individual areas of activity with an emphasis on differences in powers, tasks and within the public administration system. The thesis shows that the Police of the Czech Republic is a state armed security force with nationwide competence and a wide range of powers, while the municipal police is a local government body with more limited competence focused on local public order. The results of the analysis point to different competencies and methods of management and organization, with both entities complementing each other within the public security system. The conclusion summarizes the differences and points to the importance of cooperation between both components in ensuring the safety of citizens.
