Risk management within ORP Neratovice in the protection of persons and property

Abstract:

Bakalářská práce se zabývá manažerstvím rizik ve správním obvodu obce s rozšířenou působností Neratovice při ochraně osob a majetku. Cílem této práce je identifikace metod a postupů manažerství rizik orgánů krizového řízení, a provedení rozhovorů s experty zabývajícími se bezpečnostní při ochraně osob a majetku. Práce dále popisuje vliv jejich postupů a rozhodnutí na bezpečnost obyvatelstva na daném území. V teoretické části je provedena literární rešerše základních pojmů týkajících se dané problematiky, právními předpisy, včetně nelegislativních dokumentů, a působnosti a pravomocemi orgánů obce s rozšířenou působností, kterými jsou starosta, obecní úřad, bezpečnostní rada a krizový štáb. Dále se práce zabývá krizovým a havarijním plánováním, analýzou rizik, vysvětlením identifikace nebezpečí, analýzou rizik, metodou analýzy a hodnocením a mapováním rizik. Dále je uvedena charakteristika obce s rozšířenou působností Neratovice. Praktická část je následně zaměřena na identifikaci vybraných rizik na vybraném území za pomocí sestavení katalogu rizik. Výsledné hodnoty jsou porovnávány se současnými identifikovanými riziky ORP Neratovice. Dále je pomocí metody SWOT analyzován současný povodňový plán obce s rozšířenou působností Neratovice. V závěru práce je vyhodnocen strukturovaný rozhovor se šesti experty zabývající se danou problematikou.

Abstract:

The bachelor's thesis deals with risk management in the administrative district of the municipality with the extended scope of Neratovice in the protection of people and property. The aim of this work is the identification of methods and procedures showing signs of risk management of crisis management bodies and experts dealing with security in the protection of persons and property. The thesis further describes the influence of their procedures and decisions on the safety of the population in the given territory. The theoretical part discusses the basic concepts related to the issue, legal regulations, including non-legislative documents, and the powers and authorities of municipal authorities with extended powers, which are the mayor, the municipal office, the security council and the crisis team. Furthermore, crisis and emergency planning, risk analysis, which includes basic terms, explanations of hazard identification, risk analysis, methods of risk analysis and assessment, and risk mapping are presented here. Next, the characteristics of the municipality with the extended jurisdiction of Neratovice are given. The practical part is then focused on the identification of selected risks in the selected area with the help of compiling a catalog of risks. The resulting values are compared with the current identified risks of ORP Neratovice. Furthermore, the current flood plan of the extended municipality of Neratovice is analyzed using the SWOT method, and at the end, a structured interview is conducted with six experts dealing with the issue.
