The Role of Political Parties in a Process of Governmental Policy Preparation and Implementation

Abstract:

Diplomová práce se zabývá postavením politických stran v rámci politického systému s důrazem na jejich úlohu při tvorbě vládní politiky. Práce obsahuje vymezení funkcí politických stran a jejich historický vývoj obecně. V další části jsou představeny nejvýznamnější tuzemské politické strany a jejich stručná historie. Důraz je následně věnován současné vládní koalici, jejímu vzniku a programu. Zahrnuta je také analýza konkrétních případů ovlivnění vládní politiky jednotlivou politickou stranou. Závěrem práce jsou autorem představeny úvahy de lege ferenda.

Abstract:

This thesis deals with a position of political parties within one political system with an emphasis on their role during a creation of government policy. There are definitions of the political parties' function contains in the text and their historical evolution in general. In the next part, the most important domestic political parties are discussed with the brief historical introduction. Subsequently, the main emphasis is dedicated to the current coalition government in the terms of its process of creation and the final program. The thesis also contains an analysis of the concrete cases in which the political parties influence the government policy. At the end, the author introduces his arguments of de lege ferenda.
