EU response to the artificial intelligence phenomenon

Abstract:

Diplomová práce zkoumá na základě analýzy dynamického vývoje finanční podpory projektů umělé inteligence v letech 2014-2020, zda EU s ohledem ke svému stanovenému přístupu prostřednictvím sdělení EK progresivně podporuje výzkum a vývoj umělé inteligence. EU se snaží o realizaci konceptu důvěryhodné umělé inteligence, která je postavena na legální, robustní a etické složce. Na základě analýzy Dr. Thilo Hagendorffa práce identifikuje rizika a nedostatky současné podoby etiky umělé inteligence, která je z pohledu autora klíčová pro její úspěšnou implementaci s převažujícími pozitivními dopady. Vzhledem k aktuální situaci pandemie koronaviru ve světě vznikla snaha autora o reflexi této skutečnosti ve vztahu ke zdravotnictví a využití umělé inteligenci. Na základě předních českých odborníků se zdá, že pandemie bude v tomto ohledu paradoxně velmi přínosná. V oblasti bezpečnosti naopak můžeme říct, že tato technologie představuje velká rizika. Společnost by vždy měla umělou inteligenci vnímat jako dvousečný nástroj, který může zvýšit kvalitu našeho života, ale zároveň ho i výrazně negativně ovlivnit.

Abstract:

Based on the analysis of the dynamic development of financial support for artificial intelligence projects in between the years 2014-2020, the diploma thesis examines whether the EU, with regard to its established approach through the EC Communication, progressively supports research and development of artificial intelligence. The EU is working to implement the concept of credible artificial intelligence, which is based on a legal, robust and ethical component. Based on the analysis done by Dr. Thilo Hagendorff, the thesis identifies risks and shortcomings of the current form of artificial intelligence ethics, which, from the author's point of view, is key to its successful implementation with predominant positive impacts. Given the current situation of the coronavirus pandemic in the world, the author sought to reflect on this fact in relation to health care and the use of artificial intelligence. Based on leading Czech experts, it seems that this pandemic will be paradoxically very beneficial. In the field of security, on the other hand, one can observe that this technology poses great risks. Society should always perceive artificial intelligence as a two-edged tool that can increase the quality of our lives, but at the same time also affect it negatively to a great degree.
