Abstract:

Práce se zabývá analýzou vývoje regionálních funkcí v letech 2002-2015. Teoretická část práce je zaměřena na zachycení vývoje modelů spolupráce knihoven v českém veřejném knihovnictví před rokem 2002, který vyústil v nový - zákonně ukotvený model kooperace veřejných knihoven známý pod názvem „regionální funkce knihoven“. Vývoj vazeb mezi knihovnami sleduji napříč všemi třemi knihovnickými zákony. V práci popisuji nejdůležitější legislativní a metodické dokumenty související se vznikem a výkonem regionálních funkcí knihoven. Věnuji se rozboru pravidel vykazování výkonů a finančního zajištění regionálních funkcí, dále poukazuji na důležitost vykazování činností regionálních funkcí a na možnosti dalšího využití. Praktická část práce je věnována analýze sekundárních dat vykazovaných v rámci výkonu regionálních funkcí za celé sledované období. Data jsou nejdříve podrobována kontrole a hodnocení. Následně jsou data analyzována za pomoci metod deskriptivní statistiky. V závěru analýzy jsou shrnuty nejdůležitější výsledky. Na konci práce jsou popsány nejzávažnější nedostatky, současně jsou předloženy návrhy na jejich řešení.

Abstract:

The thesis deals with the analysis of the progress of the regional functions in the years 2002 – 2015. The theoretical part of the thesis aims to capture the development of the library co-operative models in the Czech public librarianship before the year 2002, which led to the new legislatively supported model of the co-operation of the public libraries named „regional functions of the libraries“. It studies the development of the relations between the libraries throughout all the three library laws. In my thesis, I describe the most important legislative and methodical documents related to the formation and operation of the regional functions of the libraries. I analyse the principles of the demonstration of the perfomances and the principles of the financial arrangement of the regional functions. Further on I point out the importance of demonstration of the activities of the regional functions and show the possibilities of another application. The practical part of the thesis is devoted to the analysis of the secondary data demonstrated within the performance of the regional functions during the whole period of time. The data are firstly given under control and rating. Then comes the analysis of the data using the methods of the descriptive statistics. At the end of the analyses there is the summary of the most important results. In the summary of the thesis there are described the most serious imperfections disclosed through the control and the analysis, at the same time there are presented the suggestions of the solutions.
