Abstract:

Bakalářská práce se věnuje krizovým stavům vyhlašovaných v zemích Visegrádské skupiny. V teoretické části je pozornost věnována samotné Visegrádské skupině, kde je zkoumán její vznik, funkčnost a význam v současné době. Následuje detailní popis krizových stavů v každé ze zemí Visegrádské čtyřky, kde jsou identifikovány a vysvětleny specifické aspekty a přístupy k řešení krizových situací. Praktická část práce se soustředí na komparativní srovnání těchto krizových stavů, zahrnující evaluaci jejich vyhlášení, průběhu a efektivity opatření v rámci jednotlivých zemí. Závěr práce poskytuje komplexní hodnocení normativních právních aktů, postupů a strategií nasazení v krizových situacích v zemích Visegrádu, čímž přináší nový pohled na krizové řízení v tomto regionu.

Abstract:

The bachelor's thesis focuses on the analysis of states of emergency declared in the countries of the Visegrad Group. The theoretical part is dedicated to the Visegrad Group itself, examining its origin, functionality, and significance in the present day. This is followed by a detailed description and analysis of the states of emergency in each of the Visegrad Four countries, where specific aspects and approaches to crisis management are identified and explained. The practical part of the work concentrates on a comparative comparison of these states of emergency, including the evaluation of their declaration, course, and the effectiveness of measures within the individual countries. The conclusion of the work provides a comprehensive evaluation of normative legal acts, procedures, and strategies deployed in crisis situations in the Visegrad countries, thereby offering a new perspective on crisis management in this region.
