Effectiveness of active employment policy intruments in selected district in the South Moravian Region

Abstract:

Diplomová práce se zabývá účinností nástrojů aktivní politiky zaměstnanosti ve vybraných okresech Jihomoravského kraje a jejich srovnáním s vybranými okresy Dolního Rakouska. První část práce je zaměřena na vysvětlení jednotlivých pojmů souvisejících s problematikou nezaměstnanosti. Druhá, stěžejní část práce se věnuje situaci na trhu práce v letech 2009–2014 v okresech Břeclav, Hodonín a Znojmo. V rámci zhodnocení účinnosti aktivní politiky zaměstnanosti je kladem důraz na rekvalifikace z důvodu jejich nejčastějšího využívání kontaktními pracovišti úřadů práce. Ve třetí části jsou zmíněny hlavní rozdíly mezi pojetím aktivní politiky zaměstnanosti a jejich nástrojů v České republice ve vybraných okresech Dolního Rakouska, tedy Holabrunnu, Hornu a Mistelbachu. Na závěr je celková situace zhodnocena a navržena doporučení pro zkvalitnění fungování aktivní politiky zaměstnanosti v České republice i v Rakousku.

Abstract:

This dissertation deals with effective instruments of the active employment policy in selected districts of the South Moravian Region and their comparison with selected districts of Lower Austria. The first part of the thesis is focused on explaining the various terms associated with problems of unemployment. The second main part of work devotes to the situation on the labour market in the years 2009-2014 in the districts Břeclav, Hodonín and Znojmo. Within the evaluation of the effectiveness of active employment policy places emphasis on retraining due to their most frequent using the contact workplaces employment office. In the third part is mentioned the main differences between the concept of active employment policies and their instruments in the Czech Republic and in selected districts of Lower Austria, therefore Hollabrunn, Horn and Mistelbach. In conclusion, the overall situation is evaluated and proposed recommendations for improving the functioning of the active employment policy in the Czech Republic and Austria.
