Talent Management in the Public Sector

Abstract:

Cílem této diplomové práce bylo odhalit očekávání zaměstnaných Ministerstva školství, mládeže a tělovýchovy České republiky vůči výběru a podobě nástrojů talent managementu. Teoretická část vymezuje základní pojmy talent managementu a odlišné přístupy k jeho chápání. Současně je definován proces talent managementu, identifikace – rozvoj – stabilizace talentů, a reflektována možná rizika a příležitosti implementace talent managementu spolu s uvedením problematiky talent managementu do kontextu státní správy. K zodpovězení hlavní a dílčích výzkumných otázek bylo využito kvalitativní výzkumné strategie a jako metoda sběru dat byly zvoleny polostrukturované individuální rozhovory. Metodologická sekce vymezuje výzkumný vzorek, postup sběru a zpracování dat, operacionalizaci a reflektuje potencionální omezení výzkumu. Empirická část práce pak analyzuje získaná data, která jsou podkladem pro zodpovězení hlavní výzkumné otázky. Závěrem jsou shrnuta očekávání zaměstnaných konkrétního ministerstva České republiky a problematika talent managementu vztažena do kontextu prostředí státní správy, specificky je pak reflektována role Zákona o státní službě ve vztahu ke zjištěným očekáváním.

Abstract:

The aim of this diploma thesis is to identify what expectations have employees of Ministry of Education, Youth and Sports about selection and form of tools of talent management. The theoretical part defines the fundamental concepts of talent management and different approaches. The process of talent management, identification – development – stabilization of the talents is also defined and the possible risks and opportunities which come with implementation of talent management are reflected. The issue of talent management is set into a context of public sector. To answer the main research questions is used a qualitative research strategy and as a method of data collection semi-structured interview. In the methodology part the research sample is defined, as well as the procedure of collecting and processing data, operationalization and possible limitations of the research. The empirical part analyses the obtained data which helps to answer the research question. In conclusion there are summarized the expectations of the employees of the specific ministry in The Czech Republic and the issue is set into a context of the environment of public sector with a specific focus to the role of “Civil Service Act”.
