Military crisis management of The European Union. Example of external democratization.

Abstract:

This paper is focused on analysis of military crisis management of the European Union from the perspective of external democratization. With respect to the topic it includes selection of theoretical concepts and their characteristics that form the basis for the practical part. This practical chapter is made by analysis of the situation in countries where missions have been accomplished or are still functional. This analysis is performed via observation of political development of those countries and main actors before forming an operation, while it is functioning and after it is finished, with exception of missions that are still running. Emphasis is placed on formulating the fundamental reasons of difficulties of democratization process of these countries, reactions of the observed actor – EU missions and successes of these reactions. Aim of the paper is to answer the research question based on connection between theoretical concepts and practical content of the analysed policy, which in connection to the consideration of its successes allows its review as the actor of external democratization.

Abstract:

Táto práca sa zameriava na analýzu vojenského krízového riadenia Európskej únie z pohľadu externej demokratizácie. S ohľadom na charakter problematiky obsahuje spracovanie teoretických konceptov a ich znakov, ktoré poskytuje bázu pre praktickú časť. Ňou je rozbor situácie v krajinách, kde boli alebo sú realizované dané misie. Tento rozbor je vykonaný prostredníctvom zvažovania politického vývoja dotknutých krajín a hlavných zainteresovaných aktérov pred vykonaním operácie, počas jej pôsobenia a následne po jej ukončení, pokiaľ ešte nie je v činnosti. Dôraz je položený na postihnutie ústredných problémov demokratizačného procesu týchto krajín, reakcií na tieto problémy zo strany sledovaného aktéra – misií EÚ a úspešnosti týchto reakcií. Cieľom práce je odpovedať na výskumnú otázky týkajúcu sa prepojenia teoretických konceptov a praktickej náplne analyzovanej politiky, čo v súvislosti s reflexiou jej úspechov umožní jej posúdenie ako aktéra externej demokratizácie.
