Diplomová práca je zameraná na zvládanie živelných pohrôm z pohľadu práva. Vysvetľuje vzťah medzi živelnou pohromou, mimoriadnou udalosťou a krízovou situáciou. Obsahom jednotlivých kapitol je rozbor právnych prostriedkov určených k ich zvládnutiu. Popisuje ochranu životov a zdravia obyvateľstva, majetku a životného prostredia ako základné funkcie štátu.
