Fire investigation

Abstract:

Cílem této práce je vyhodnotit současný stav na úseku zjišťování příčin vzniku požárů v ČR, včetně zakotvení této činnosti v právních předpisech. Je nutné ujasnit si základní pojmy, vymezit si činnosti vyšetřovatelů požárů ať už na místě události, nebo i později při vyšetřování a zpracování odborného vyjádření. Dále je potřeba si ujasnit, čím mohou dobrovolní hasiči na místě události pomoci a čím naopak mohou uškodit. V souvislosti s tím se zaměřím i na samotné příčiny vzniku požárů a na odborné ústavy, které se na vyšetřování požárů také občas mohou podílet. K tomu je i nutné zmínit, co to je odborné vyjádření či znalecký posudek a jaký je mezi nimi rozdíl. Tato práce si v neposlední řadě klade za cíl vysvětlit tuto problematiku tak, aby i čtenář, který se v dané problematice nepohybuje, jí dokázal porozumět. Současně s tím také tato práce pomůže ke zvýšení odborných znalostí dobrovolných hasičů při spolupráci s vyšetřovateli požárů.

Abstract:

The aim of this work is an evaluation of the current state in the area of ivestigating the causes of fires in Czech Republic, including the enshrinig this activity in legal regulations. It is necessary to clarify basic concepts, define the activities of fire investigatrs, whether at the scene of the event, or later during the investigation and preparation of expert opinion. Furthermore, it is necessary to clarify, what volunteer firefighters can do at the scene of the incident to help and what, on the contrary, can harm. In connection with this, I will also focus on the causes of fires and on professional institutes, that can sometimes participate in the investigation of fires. For this i tis also necessary to mention what a professional statement or expert opinion is and what is the difference between them. Last but not least, this work aims to explain this issue in such a way that even a reader who is not familiar with the issue can understand it. At the same time, this work will also help to increase the expertise of volunteer firefighters when working with fire investigators.
