Effectiveness of anti-money laundering policy

Anotace:

Cílem této práce je popsat aktuální politiku proti praní špinavých peněz, analyzovat efektivnost, zjistit důvody neefektivnosti, porovnat fungování politiky v EU a globálně, a také navrhnout doporučení napravení fungování této politiky. V první části práce je vymezen koncept pojmu praní špinavých peněz, jeho definice, historie, fáze, metody a dopad. Ve druhé části jsou popsány aktuální a historické právní úpravy v Evropské Unii a USA. Ve třetí části je představena aktuální metodika měření efektivnosti orgánem FATF. A také autorkou zpracované vizuální zobrazení výsledků efektivnosti všech zemí. Ve čtvrté části je analyzovaná efektivnost politiky AML, a to v EU i globálně, vymezené náklady a přínosy, které nese s sebou politika a její cost-benefit analýza.

Abstract:

The aim of this work is to describe the current anti-money laundering policy, analyse the effectiveness, identify the reasons for inefficiency, compare the functioning of the policy in the EU and globally, and propose recommendations to correct the functioning of this policy. The first part of the thesis defines the concept of money laundering, its definition, history, phases, methods, and impact. The second part describes the current and historical legislation in the European Union and the United States. The third part presents the current methodology for measuring efficiency by the FATF. And also, a visual representation of the results of the effectiveness for countries. The fourth part analyses the effectiveness of AML policy, both in the EU and globally, defines costs and benefits that the policy brings with it and its cost-benefit analysis.
