Cost-Benefit Analysis of completing the D11 motorway section from Trutnov to the Czech-Polish border

Abstract:

Předmětem diplomové práce je hloubková analýza nákladů a přínosů dostavby úseku dálnice D11 Trutnov – Státní hranice ČR/Polsko a komparace výsledků s již publikovanými daty. Dostavba dálnice D11 ve zmíněném úseku přinese přenesení tranzitní dopravy z kapacitně nevyhovující silnice I/37 a odvedení dopravy mimo zástavbu obcí, čímž dojde ke snížení zátěže negativních externalit na místní obyvatelstvo. Závěrem teoretické části práce je porovnání metodik zabývajících se analýzou nákladů a výnosů. V metodice Evropské komise je ve druhé kapitole, na rozdíl od rezortní metodiky, také kvalitativní popis kontextu, definování cílů a identifikaci projektu. Závěry praktické části práce odhalují finanční a ekonomickou ztrátovost projektu. Finanční čistá současná hodnota (FNPV) je -13 143 232 094 CZK. Ekonomická čistá současná hodnota (ENPV) činí -6 398 266 762 CZK. Poměr současné hodnoty diskontovaných přínosů oproti současné hodnotě diskontovaných nákladům, BCR, je vypočten na úrovni 0,49. Dílčím výstupem praktické části práce je doporučení implementování možných scénářů zabývajících se kvantifikací emisí pocházejících z výstavby dopravní infrastruktury. Monetární dopady přímých a nepřímých emisí by měly řádně vstupovat do finálního ohodnocení společenských nákladů projektu.

Abstract:

An in-depth analysis of the costs and benefits of completing the D11 motorway section from Trutnov to the Czech-Polish border will be conducted in this diploma thesis. The results will be compared with the already published data. By completing the construction of the D11 motorway in said part, transit traffic will be shifted from the capacity-insufficient I/37 highway and diverted away from the urban housing, thus minimizing the negative impact on the local population. The theoretical part of the thesis concludes with a comparison of Cost-Benefit Analysis-related methodologies. The second chapter of the European Commission approach combines a qualitative description of the context, a definition of the objectives and an identification of the project, unlike the Departmental methods. The project incurred financial and economic loss, as revealed by the findings of the practical part of the thesis with a Financial Net Present Value (FNPV) of -13,143,232,094 CZK and Economic Net Present Value (ENPV) of -6,398,266,762 CZK meaning the ratio of the current value of discounted benefits cash-flow to the present value of discounted costs cash-flow, BCR, is calculated at 0.49. One finding in the practical part of the thesis is the recommendation of the implementation of various scenarios to quantify emissions from transport infrastructure construction. The financial consequences of both direct and indirect emissions should be duly assessed in the valuation process of the social cost of the project.
