Abstract:

Od konce studené války zůstává charakter bezpečnostního prostředí předmětem sporů. Buzan a Waever proto představují teorii regionálních bezpečnostních komplexů, ve které tvrdí, že regionální bezpečnostní dynamika dominuje novému globálním pořádku. Státy jsou seskupeny do skupin - bezpečnostních komplexů, v rámci kterých je bezpečnost jednoho spojená s bezpečností druhého.Předkládaná práce testuje výše zmíněnou teorii na pozadí problematiky sexuálního násilí v ozbrojených konfliktech. Za použití čtyř dominantních teorie vysvětlující výskyt sexuálního násilí (genderová nerovnost, etnická nenávist, genocidní znásilňování a strategické znásilnění) zkoumá práce společenské, politické, ekonomické a bezpečnostní hrozby ve dvou případových studií: Rwandě a Demokratické republice Kongo. Volba případů je založena na skutečnosti, že rwandské genocidě hluboce destabilizovala celý region. Tato genocida je pak rovněž považována za základní kámen při vzniku zmiňovaného regionálního bezpečnostního komplexu. Konflikt se pak nejzřetelněji přelil do Konžské demokratické republiky,což učinilo z DRC jasnou volbu. Burundi a Uganda nebyly studovány, jelikož občanské války vypukly již před genocidou v roce 1994. Přesto hlavním cílem této práce zůstává potvrzení nebo odmítnutí teorie regionálních bezpečnostních komplexů.

Abstract:

Since the end of Cold War, the nature of the security environment remains disputed. Under these circumstances, Buzan and Waever present their theory of regional security complexes, which argues that regional security dynamics have become dominant in the new global order. The theory of regional security complexes is thus centred on this argument and says that states are clustered in clusters security complexes where security of one is linked with security of the others. The presented thesis puts the above-mentioned theory under scrutiny using the framework of sexual violence in armed conflict due to its pervasive nature throughout the history. Using four dominant theories explaining the prevalence of sexual violence, namely gender inequality, ethnic hatred, genocidal rape and strategic rape, the thesis explores the social, political, economic and security threats in two case studies: Rwanda and Democratic Republic of the Congo. The case selection is based on the fact that it was the Rwandan genocide that profoundly destabilized the whole region. Furthermore, when speaking about this particular regional complex, this genocide is considered to be the corner stone for its existence. The conflict has most visibly spilt over to DRC, and therefore this state has been an obvious choice. Additionally, policymakers may wish to treat Rwanda as an example while drafting recommendations how to address sexual violence in the DRC. Notwithstanding the fragility of peace in Burundi and Uganda, these have been excluded from the selection based on the occurrence of the civil war prior to the 1994 genocide. The main aim of this thesis is to support or reject the theory of regional security complexes advanced by Buzan and Waever.
