Socio-economic and Urban Impacts of the Transformation of the Village Rovná in the Sokolov Region into a Typical Socialist Village

Abstract:

Bakalářská práce se zabývá transformací obce Rovná na Sokolovsku na sídlo mající znaky dříve typické socialistické vesnice, přičemž zkoumá dopady této přeměny, uskutečněné v průběhu 60. let 20. století během projektu, jenž měl být ukázkovým experimentem socialistického plánování a kolektivního soužití zemědělských pracovníků, kteří měli společně bydlet a obhospodařovat okolí této vesnice se zástavbou tvořenou převážně devítipatrovými panelovými domy. Teoretická část práce je věnována základním poznatkům týkajících se rozvoje venkovských sídel a historickému vývoji v původním osídlení a v sokolovském regionu. Obsažena je také charakteristika okresu Sokolov a sídel nacházejících se v katastrálním území Rovné. Praktická část se zabývá samotnou přeměnou obce Rovná na vesnické sídlo se znaky dříve typické socialistické vesnice a hodnotí socioekonomické a urbanistické dopady této transformace. Zhodnocen je demografický vývoj v rámci obce i regionu a zvláštní pozornost je věnována rozboru projektů, jež byly v obci realizovány za účelem zastavení úbytku obyvatelstva a analýze příčin, proč k tomuto jevu dochází. Výsledkem je doporučení cílit na podporu mladých rodin či – v rámci aktuální rostoucí intenzity mezinárodní migrace – doporučení na využití zkušeností obce z několikaleté úspěšné snahy o asimilaci volyňských Čechů a jejich rodin. Uvedeny jsou možnosti budoucího rozvoje obce a možná rizika, jimž může Rovná v budoucnu čelit. Mezi vážná rizika je zařazena nákladnost údržby panelových domů, plynoucí z nevhodného situování vesnice charakteru městského sídliště do horských podmínek a s tím spojená hrozba růstu zadlužení obce. Doporučeno je dbát na rekonstrukci a údržbu budov, využití potenciálu volných bytových a komerčních prostor či lokality Slavkovského lesa, vhodné k rekreačnímu bydlení a k rozvoji turismu.

Abstract:

The bachelor thesis focuses on the transformation of the Czech village Rovná in the Sokolov region into a settlement with the characteristics of a formerly typical socialist village, and examines the effects of this transformation, which took place during the 1960s as part of the project, which was supposed to be an exemplary experiment in socialist planning and the collective coexistence of agricultural workers, who were to live together and manage the surroundings of this village with a development consisting mainly of nine-storey prefabricated houses. The theoretical part of the thesis is devoted to the basic knowledge concerning the development of rural settlements and the historical development in the original settlement and in the Sokolov region. It also includes the characteristics of the Sokolov district and settlements located in the cadastral area of Rovná. The practical part focuses on the actual transformation of Rovná into a rural settlement with the features of a formerly typical socialist village and assesses the socio-economic and urbanistic impacts of this transformation. The demographic development within the municipality and the region is evaluated and special attention is paid to the analysis of the projects that have been implemented in the municipality in order to stop the population decline and to the analysis of the reasons why this phenomenon is occurring. The result is a recommendation to target support to young families or – in the context of increasing international migration – a recommendation to use the municipality's experience from several years of successful efforts to assimilate Volhynian Czechs and their families. Options for the future development of the municipality and possible risks that Rovná may face in the future are presented. The serious risks include the costliness of maintenance of prefabricated houses, resulting from the inappropriate location of the village of the urban settlement character in mountain conditions and the associated threat of the growth of the village's debt. It is recommended to pay attention to the reconstruction and maintenance of buildings, to exploit the potential of vacant residential and commercial premises or the Slavkovský les site, suitable for recreational housing and tourism development.
