Standards for Quality in Social Services

Abstract:

Diplomová práce se zabývá Standardy kvality sociálních služeb, zejména pak standardem číslo 5, individuálním plánováním. Cílem práce je analýza aktuální situace plnění zmíněného standardu ve firmě LONGEVITA SENIO s. r. o., a dále návrhy na optimalizaci plnění tohoto standardu. Teoretická část je rozdělena do několika kapitol, jejich součástí je představení historie sociálních služeb a její součastnosti, zejména pak právnímu ustanovení sociálních služeb. Práce řeší i problematiku managementu v sociálních službách, jejím specifikům, a také etice, která je stěžejní součástí práce v sociálních službách. Nezbytnou součástí je také popis současného vývoje demografické situace a jaká negativa tento fenomén může přinášet. Další kapitola je pak věnována přímo řízení kvality sociálních služeb, V této kapitole je přiblížena terminologie, dále jsou zde popsány modely a nástroje měření a zvyšování kvality, nejdetailněji jsou rozebrány standardy kvality sociálních služeb, což jsou soubor zásad a kritérií, která mají sloužit jako pomůcka pro hodnocení kvality a jsou předepsány Ministerstvem práce a sociálních věcí. Poslední část teoretické části se věnuje inspekcím, tomu, jak probíhají, jak jsou ukotveny v zákoně a jaké typy v ČR existují. V praktické části je využit kombinovaný výzkumný design, který zahrnuje dotazník a polostrukturované rozhovory. Dotazníkové šetření probíhá mezi zaměstnanci na pozici pečovatel/pečovatelka, zatímco rozhovory jsou vedeny se členy středního managementu, během nichž jsou porovnány a nalezeny nesrovnalosti mezi odpověďmi pečovatelek a členů středního managementu. Součástí praktické části je samozřejmě popis firmy, ve které probíhal výzkum praktické části. Další kapitola poté obsahuje několik návrhů na optimalizaci plnění individuálního plánování, a to je například vzdělávání, tvorba a ukázka jednoduchého formuláře pro individuální plánování nebo již navrženou a využívanou ideu, a to nalezení totožných problémů.

Abstract:

The thesis deals with the Standards for Quality in Social Services, especially with standard number 5, individual planning. The aim of this thesis is the analysis of the current situation of the fulfillment of the mentioned standard in the company LONGEVITA SENIO s. r. o., and also proposals for optimization of the fulfillment of this standard. The theoretical part is divided into several chapters, part of which is an introduction to the history of social services and its present, especially to the legal provision of social services. The thesis also deals with the issue of management in social services, its specifics, as well as ethics, which is a crucial part of work in social services. An essential part is also a description of the current development of the demographic situation and what negatives this phenomenon can bring. The next chapter is then devoted to the management of the quality of social services, in this chapter the terminology is introduced, models and tools for measuring and improving quality are described, and the most detailed discussion is given to the quality standards of social services, which are a set of principles and criteria that are intended to serve as a tool for quality assessment and are prescribed by the Ministry of Labour and Social Affairs. The last part of the theoretical part is devoted to inspections, how they are carried out, how they are anchored in the law, and which types exist in the Czech Republic. In the practical part, a combined research design is used, which includes a questionnaire and semi-structured interviews. The questionnaire survey is conducted among employees in the position of caregiver, whereas the interviews are conducted with members of middle management, during which discrepancies between the answers of caregivers, and just members of middle management are compared and found. Part of the practical part is, of course, a description of the company where the research of the practical part took place. The next chapter then contains several suggestions to optimize the implementation of individual planning, such as training, the creation and demonstration of a simple form for individual planning or an idea already proposed and used, which is finding identical problems in clients.
