The EBRD as an Actor of the Economic Transition in Central Europe: Neliberalism or Constructivism?

Abstract:

The thesis deals with the European Bank for Reconstruction and Development (EBRD) as the international institution and its activities in the transforming Central Europe. The subject is analyzed from the perspective of two theoretical approaches to the study of international institutions – neoliberalism and constructivism – employing referential models (ideal types) of multilateral development bank. We conclude that approaches are complementary in their assumptions – while neoliberalism better explains the establishment of the EBRD, the interests of its founding member states and static concepts of international cooperation, constructivism provides us with better understanding of the EBRD regime in its dynamic of development and the role of ideas in the process.

Abstract:

Predmetom diplomovej práce je Európska banka pre obnovu a rozvoj (EBRD) ako medzinárodná inštitúcia a jej pôsobenie v prostredí transformujúcej sa strednej Európy. Problematiku analyzujeme z perspektívy dvoch teoretických prístupov k skúmaniu medzinárodných inštitúcií – neoliberalizmu a konštruktivizmu – s použitím referenčných modelov (ideálnych typov) multilaterálnej rozvojovej banky. Zisťujeme, že prístupy sú komplementárne vo svojich východiskách – kým neoliberalizmus lepšie vysvetľuje samotný vznik EBRD, záujmy zakladateľských štátov a statické koncepty medzinárodnej spolupráce, konštruktivizmus nám zase umožňuje lepšie porozumieť významu režimu EBRD vo svojej vývojovej dynamike a role ideí v tomto procese.
