Abstract:

Tématem této práce je analyzovat koncept prostorové exkluze v rámci konceptu sociální diferenciace a sociální exkluze. Sociální exkluze je multidimenzionální jev. Práce je zaměřena na prostorovou exkluzi, která je jednou z nejviditelnějších dimenzí sociální exkluze. Prostory koncentrující vyloučené se označují sociálně vyloučené lokality. Práce si všímá konkurenčních konceptů, které popisují lokality koncentrující vyloučené. První kapitola je věnována sociální a prostorové diferenciaci. Druhá kapitola sociální a prostorové exkluzi. Třetí kapitola je věnována konceptu ghetta, banlieus, slumy a vnitřního města. V rámci této kapitoly je zvažována možnost užití výše zmíněných konceptů na vyloučené Romské lokality v České republice. Ve čtvrté kapitole popisujeme socioekonomické změny vytvářející nové podmínky, na které musí reagovat tvůrci sociální politiky. Pátá kapitola popisuje inkluzivní strategii Evropské Unie. Šestá a sedmá kapitola mapuje, jak se s prostorovou exkluzí vyrovnávají tvůrci sociální politiky. Poslední kapitola popisuje tři typy diskurzů, tak jak jej uvádí Levitas, jejichž součástí je koncept sociální exkluze a sociální inkluze. Jedná se o redistributivní, morální a integrativní diskurz. Tato typologie je významná při snaze o identifikaci diskurzů produkovaných českou sociální politikou ve vztahu k sociálně vyloučeným lokalitám.

Abstract:

The main topic of this thesis is to analyze the spatial dimension of exclusion concept within the concept of the social differentiation and of the social exclusion. Social exclusion is a multidimensional phenomenon. The thesis is focused on the spatial exclusion which is one of the most conspicuous dimensions of social exclusion. Areas which concentrate excluded individuals are called socially excluded areas. The thesis attends to competitive concepts which describe the areas with the concentration of excluded individuals. The first chapter deals with social and spatial differentiation, the second one with social and spatial exclusion. The topics of the third one are concepts of ghetto, banlieus, slum and of inner city. Within this chapter there is also considered the possibilities to use above mentioned concepts on Gipsy areas in the Czech Republic. The fourth chapter points at the socioeconomic changes producing new conditions on which the formers of social policy have to react to. In the fifth chapter there is described the inclusive strategy of European Union. The sixth and the seventh capture map how the formers of social policy manage with spatial exclusion. The last capture describes three types of discourses, as they are presented by Levitas, which contain the social exclusion and the social inclusion. There are redistributionist discourse, moral discourse and social integrationist discourse. This typology is very helpful for identification of discourses which are produced by Czech social policy in relation to socially excluded areas.
