Analysis of education of public administration officials

Abstract:

Cílem diplomové práce je analyzovat systém vzdělávání úředníků územně samosprávných celků a úředníků státní správy v kontextu s platnou legislativou, ověřit aktuálnost a efektivitu současné koncepce vzdělávání úředníků územně samosprávných celků a ověřit potřebu novelizace zákona č.312/2002Sb., o úřednících územních samosprávných celků, v platném znění. V první kapitole je definována veřejná správa, státní správa a samospráva, organizace veřejné správy, instituce a subjekty veřejné správy a postavení pracovníků veřejné správy. Ve druhé kapitole je obecně definováno vzdělávání, v návaznosti jsou popsány oba systémy vzdělávání úředníků v souladu se zákony a komparace obou systémů vzdělávání úředníků ve veřejné správě. Třetí kapitola je věnována praktické části diplomové práci, kde jsou vymezeny cíle diplomové práce a hypotézy, metodika výzkumu, dotazníkové šetření a rozhovory a celkové vyhodnocení výzkumu. V poslední kapitole jsou prezentovány návrhy na zefektivnění systému vzdělávání úředníků územně samosprávných celků.

Abstract:

The objective of thesis is to analyze the system of education of officials of the territorial self-governing units and officials of the state administration within the valid legislative Framework, verify to what extent the current concept of education of officials of territorial self-governing units is up-to-date and efficient as well as to verify the need to amend Act No. 312/2002 Coll., on officials of territorial self-governing units, as currently in effect. The first chapter defines public administration, state administration and self-government, public administration organizations, public administration institutions and public administration entities and the position of public administration employees. In the second chapter the education is broadly defined together with both systems of education of officials in line with existing laws, and then both systems of education of officials are compared. The third chapter is devoted to the practical part of the thesis, which defines the objectives of the thesis and hypothesis, research methodology, questionnaire survey and interviews, and offers the overall evaluation of the research. The last chapter presents proposals for streamlining the system of education of officials of territorial self-governing units.
