Comparison of the volume of selected types of expenditures spent by individual regions of the Czech Republic on financing the agenda of national minorities

Abstract:

Hlavním cílem bakalářské práce je komparace vybraných druhů výdajů vynakládaných jednotlivými kraji České republiky na financování agendy národnostních menšin v letech 2016-2020 s následným přepočtem na počet obyvatel jednotlivých krajů a osob hlásících se k národnostním menšinám. Práce se zabývá primárně velikostí poskytovaných dotací a darů, dále platů zaměstnanců krajských úřadů věnujících se dané problematice a odměn členů výboru pro národnostní menšiny v jednotlivých krajích; sleduje také počet úvazků na krajských úřadech věnujících se národnostním menšinám či organizace zřízené v krajích pro podporu národnostních menšin. Z komparace vyplývá, že nejvyšší výdaje poskytnuté na problematiku národnostních menšin ve sledovaném období byly v kraji Ústeckém, kde činily celkovou částku 9 261 002 Kč. Naopak nejnižší celkové výdaje byly zaznamenány v kraji Vysočina, který během sledovaných let vynaložil na tuto problematiku 0 Kč. V případě výdajů na dotace a dary bylo dále zjištěno, že nejlépe si v porovnání s jinými kraji ve sledovaném období stojí kraj Moravskoslezský, který v tomto případě poskytl dotace a dary v celkové výši 7 369 100 Kč. Hned po kraji Moravskoslezském stojí kraj hl. m. Praha, jehož celková výše poskytnutých dotací a darů činí 3 498 500 Kč. Naopak nejnižší poskytnuté dotace a dary byly v kraji Plzeňském, a to v celkové výši 560 730 Kč. Dále bylo zjištěno, že jediným krajem, ve kterém existovala ve sledovaném období zřízená organizace pro podporu národnostních menšin je hl. m. Praha, která poskytla během sledovaného období této organizaci neinvestiční příspěvky v celkové hodnotě 7 685 000 Kč, přičemž nejvyšší neinvestiční příspěvek byl poskytnut v roce 2020 ve výši 2 000 000 Kč. V přepočtu velikosti úvazků jednotlivých zaměstnanců krajských úřadů, kteří se ve sledovaném období věnovali problematice národnostních menšin, byly nejnižší hodnoty zaznamenány v kraji Jihočeském, kdy na jednoho zaměstnance vycházelo 5 000 – 6 000 příslušníků národnostních menšin. Naopak nejvyšší byly v kraji Moravskoslezském, kde se agendě národnostních menšin v rámci sledovaného období věnovalo 0,1 pracovního úvazku. Tedy úvazek o velikosti 0,1 zajišťoval agendu pro všechny příslušníky národnostních menšin v kraji, pro 65 075 osob. Na základě těchto údajů lze vyvodit závěr, že nejlépe si v problematice národnostních menšin stojí kraj Ústecký, velmi dobře na tom však je například i kraj hl. m. Praha nebo kraj Moravskoslezský. Naopak nejhůř si v porovnání s ostatními kraji stojí kraj Vysočina. Teoretická část se věnuje ekonomickým teoriím, které úzce souvisejí s tématem samotné práce. Dále jsou definovány pojmy národnostní menšina, kraj, dotace a dary, které jsou nedílnou součástí části praktické. Vysvětlení všech pojmů slouží k lepšímu porozumění problematice, které se práce věnuje. V závěru části teoretické je uvedena metodika pro část praktickou. Praktická část je věnována mezikrajské komparaci v problematice národnostních menšin a celkovému zhodnocení situace v jednotlivých krajích na základě poskytnutých dat. V práci jsou dále zjištěny veliké rozdíly mezi jednotlivými kraji, co se týče poskytovaných dotací a darů na národnostní menšiny, dále rozdíly v počtu úvazků krajských úřadů věnujících se národnostním menšinám nebo také rozdíly týkající se existence výboru pro národnostní menšiny v krajích. Navržena jsou následující doporučení: 1)Zřídit výbor ve větším počtu krajů. 2)Aby každý kraj vytvořil dotační program podporující oblast národnostních menšin. 3)Zvýšit počet organizací věnujících se problematice národnos

Abstract:

The main objective of the bachelor thesis is to compare selected types of expenditures spent by individual regions of the Czech Republic on financing the agenda of national minorities between 2016-2020 with subsequent conversion to the number of inhabitants of the individual regions and persons belonging to national minorities. The work deals primarily with the size of subsidies and donations provided, as well as the salaries of employees of regional offices dedicated to the issue, and the remuneration of members of the Committee for National Minorities in the individual regions; it also investigates the number of employees in regional offices dedicated to national minorities or organizations established in the regions to support national minorities. The comparison shows that the highest expenditures on national minorities in the period under review were in the Ústí nad Labem Region, where they totalled CZK 9 261 002. On the contrary, the lowest total expenditures were noted in the Vysočina Region, which spent CZK 0 on this issue during the monitored years. In the case of expenditures on subsidies and donations, it was also found that in the said period the Moravian-Silesian Region fared the best in comparison with other regions, providing subsidies and donations in the total amount of CZK 7 369 100. The Moravian-Silesian Region is followed by the Prague Capital Region, whose total amount of subsidies and donations amounts to CZK 3 498 500. On the contrary, the lowest amount of subsidies and donations was in the Pilsen Region, totalling CZK 560,730. It was also found that the only region in which an organisation for the support of national minorities existed in the period under review was the Capital City of Prague, which provided non-investment contributions to this organisation in the total amount of CZK 7 685 000 during the period under review, with the highest non-investment contribution provided in 2020 - in the amount of CZK 2 000 000. When calculating the number of hours dedicated to national minority issues by the employees of the regional offices, the lowest figures were recorded in the South Bohemia Region, with 5 000 - 6 000 members of national minorities per employee. On the contrary, the highest figures were in the Moravian-Silesian Region, where 0.1 of the total number of hours worked were devoted to the national minorities agenda during the period under review. This means that 0.1 of the total number of hours worked provided the agenda for all members of national minorities in the region, i. e. for 65 075 persons. Based on these data, it can be concluded that the Ústí nad Labem Region is performing best in the field of national minorities, but the Prague Capital Region and the Moravian-Silesian Region are also doing very well. On the other hand, the Vysočina Region fares worst in comparison with other regions. The theoretical part is devoted to economic theories that are closely related to the topic of the thesis. Furthermore, the terms national minority, region, subsidies, and donations, which are an integral part of the practical part, are defined there. The explanation of all the terms serves for a better understanding of the issues dealt with in the thesis. At the end of the theoretical part, the methodology for the practical part is presented. The practical part is devoted to the inter-regional comparison of the problems of national minorities and the overall assessment of the situation in each region based on the data provided. The work also identifies large differences between the regions in terms of subsidies and donations for national minorities, differences in the number of full-time employees of regional authorities dedicated to national minorities, and differences in the existence of the regional committee for national minorities.
