Abstract:

Smart Cities neboli chytrá města, mají zajišťovat zlepšení kvality života lidí, nicméně tento koncept, je složitý a stále se vyvíjí. Růst počtu obyvatel ve městech je třeba řídit a zároveň zajistit bezpečné a udržitelné životní prostředí. Dynamika změn se v letech 2019/2021 prudce zvýšila v důsledku pandemie COVID-19. Pandemie COVID-19 se od svého počátku na konci roku 2019 rozšířila do mnoha měst po celém světě, způsobila smrt milionů lidí a ochromila ekonomiku. Pandemie udeřila v kritickém okamžiku historie, kdy se v mnoha městech dostala do popředí zájmu chytrá řešení a technologie. Zdá se, že výzvy pro města jsou stále větší a větší. Je třeba najít odpovědi na otázky růstu populace ve městech a zachování udržitelného ekologického a bezpečného životního prostoru ve městě. Je však zřejmé, že neexistuje jednoduché řešení, jak by se města měla a mohla rozvíjet. Iniciativy Smart City se této výzvy ujímají a představují jednoznačnou hnací sílu změn ve městech. Proto města po celém světě investují velké prostředky do návrhů a realizace iniciativ Smart City. Tato studie představuje portfolio ekonomických přínosů pomocí kvalitativní obsahové analýzy. Vlastní systém kategorií byl testován na rozsáhlých celoevropských projektech Smart City EU - Lighthouse. Jako nejdůležitější se ukázaly udržitelnost a inteligentní doprava evropských programů. Atraktivitu města se zaměřením na lidi zdůrazňují manažeři chytrých měst při transformaci na chytré město. Jako příspěvek k pochopení růstu trendů Smart City tato disertační práce hodnotí ekonomické přínosy iniciativ Smart City s využitím dvanácti postřehů z expertních rozhovorů v rámci kvalitativního výzkumu. Výsledky tematické analýzy odhalily nabídku hodnot pro Iniciativy Smart City z hlediska rozvoje inteligentního ekosystému pro zúčastněné strany. Experti zdůraznili obrovské ekonomické přínosy, ale strategizace implementačních plánů zůstává pro instituce problémem. Aby bylo možné spravedlivě udržovat a zlepšovat aktiva, měly by být ekonomické systémy ve Smart Cities řízeny tak, aby byly současné zdroje rozděleny rovnoměrně nebo lépe mezi obyvatele města. Ačkoli je koncept Smart City stále poměrně málo rozvinutý, získává na popularitě, protože vlády po celém světě se více zaměřují na to, aby jejich města byla chytřejší. Nová výzkumná cesta by se zaměřila na měření ekonomických přínosů Smart Cities. Měřitelnost přínosů iniciativ chytrých měst je zkoumána i v této disertační práci. Výsledek ilustruje stav mezi manažery. Ukazují se paralely s teorií životního cyklu. Analýza této práce ukazuje, že nástroje pro hodnocení Smart City ve fázi vývoje implementací Smart City ve skutečnosti nepředstavují rámec pro činnost

Abstract:

Although the concept of Smart Cities has become extremely popular in recent years as an effort to improve the quality of life, it is not fully developed yet. Popula-tion growth in the city must be managed while ensuring a safe and sustainable environment. The dynamics of change have rapidly increased in 2019/2021 as a result of the COVID-19 pandemic. The COVID-19 pandemic has spread across nu-merous cities worldwide since its debut in late 2019, killing more than 3.9 million people and wreaking on the economy. The pandemic struck at a critical point in history when smart solutions and technology became mainstream in many coun-tries. The challenges for cities seem to be getting increased. A Solution has to be found to the population growth in cities and the preservation of a sustainable eco-logical and safe living space in the city. However, it is hard to find an effective way to develop sustainable cities. The Smart City Initiatives are taking up this chal-lenge and driving change in cities. Although the Smart City concept is still relative-ly underdeveloped, it is getting popular as worldwide governments focus more on making their cities smarter. Thus, cities around the world are investing heavily in the development and implementation of Smart City Initiatives. As a contribution to comprehending the growth of Smart City trends and pre-senting the economic benefit portfolio, this dissertation adopts a qualitative re-search methodology. To access the research participants, a purposive sampling approach was utilized. Twelve experts’ interviews were conducted from November 2020 to March 2021. The content analysis approach was used with the help of MaxQDA software to analyse the written notes and transcripts and identify categories and themes which were tested with the large Europe-wide Smart City EU - Lighthouse Projects. The study findings indicated that sustainability and smart transportation of the European programmes emerged as the most im-portant. City attractiveness with a focus on people is emphasised by the Smart City managers in the transformation to a Smart City. Thematic analysis results revealed a value proposition for the Smart City Initiatives in terms of developing a smart ecosystem for stakeholders. Experts underlined the huge economic benefits but strategizing implementation plans remains a difficulty for institutions. To maintain and improve the asset equitably, economic systems in Smart Cities should be managed in such a way that current resources are divided equally or better among city residents. The new research path would be focused on measuring the economic benefits of Smart Cities. The measurability of the benefits of Smart City Initiatives is also examined in this dissertation. The result illustrates the status among the managers. Parallels to the Life Cycle Theory are shown. The analysis indicates that Assessment Tools in the development phase of Smart City implementations are insufficient to represent an action framework.
