Personalization of Politics in the Czech Republic

Abstract:

Cílem disertační práce je přenesení konceptu personalizace politiky do postkomunistického areálu. Práce zkoumá posilování role osobností v politice v České republice skrze tři dimenze – institucionální, mediální a behaviorální. Hlavní výzkumnou otázkou textu je, zda v České republice (v letech 2002-2013 na parlamentní úrovni) dochází k personalizaci politiky ve zmíněných dimenzích. Pro každou dimenzi je stanovena odlišná metodologie. Zkoumána byla personalizace volebního systému pro prvořadé volby skrze klasifikaci M. Shugarta (2001), byla provedena obsahová analýza nejčtenějších tištěných i online médií v období tří týdnů před volbami a efekt lídra pomocí logistické regrese. Pouze v institucionální dimenzi byla identifikována snaha personalizovat volební systém; v ostatních dvou dimenzích nelze o personalizaci hovořit. V ostatních dvou dimenzích bylo nicméně zjištěno, že vyšší míru orientace na lídra vykazují pravicové, nové a populistické strany. I přes negativní odpověď na výzkumnou otázku lze tvrdit, že personalizace politiky je v Česku přítomna, především však jako marketingový nástroj vybraných politických subjektů. Pro další zkoumání personalizace v České republice by bylo záhodno se zaměřit především na zdroje poptávky po personalizaci, jinými slovy na explanační rovinu výzkumu, která je v rámci tohoto konceptu zanedbávána.

Abstract:

This thesis deals with the concept of personalization of politics and its transposition to the post-communist areal. It explores the increasing role of personalities in the Czech Republic through three dimensions – institutional, media, and behavioral. The main research question focuses on whether there is a personalization of politics in the Czech Republic (since 2002 on parliamentary level) within the aforementioned dimensions. Different methodologies are employed for each dimension. The personalization of first-order electoral system as the first dimension as analysed through M. Shugart´s (2001) classification; a content analysis of most-read printed and online media in the three weeks before elections was applied to the second dimension; and the leader´s effect in the third dimension was investigated with the help of stacked data matrices, vote choices are modelled using a logistic regression estimator. The only evidence for personalization of politics was found in the institutional dimension. In the other two dimensions, we can´t speak about the personalization. On the other hand, evidence of a higher level of leader´s orientation was identified within right-wing, new, and populist parties. Although there is a negative answer to the main research question, on can state that the personalization of politics is present in the Czech Republic, mainly as a marketing tool for particular political actors. The neglected explanatory level of the concept should be investigated further.
