Comparing Pilsen Region Emengercy Service and Bavarion Red Cross in Dealing with Mass Disasters

Abstract:

Bakalářská práce se zabývá porovnáním řešení hromadného postižení osob Zdravotnickou záchrannou službou Plzeňského kraje a Bavorského červeného kříže. V teoretické části bakalářské práce jsou popsány základní složky integrovaného záchranného systému v České republice, kde je nejvíce rozebrán poskytovatel zdravotnické záchranné služby. Též je popsán systém v Německé spolkové republice na přípravu mimořádných událostí. Hlavní úsek teoretické části se věnuje medicíně katastrof a hromadného řešení v obou zemích s postupem řešení při hromadném poškození osob a možná přeshraniční spolupráce mezi poskytovateli zdravotnické záchranné služby obou krajin. Praktická část je prováděna formou řízeného rozhovoru, který byl proveden se zaměstnanci Zdravotnické záchranné služby Plzeňského kraje a zaměstnanci Bavorského červeného kříže. Rozhovory dále byly zpracovány pomocí SWOT analýzy. Hlavním cílem empirické části bylo zjištění připravenosti, řešení obou organizací a vzájemná spolupráce mezi nimi. Výzkum poukazuje na kvalitní připravenost obou organizací na řešení hromadného postižení osob. Rozdílnost řešení je patrná v dostupnosti sil a prostředků, podání situační zprávy, třídění pacientů a v neposlední řadě zapojení dobrovolníků na německé straně. V závěrečné části práce je poukázáno na silné a slabé stránky řešení hromadného postižení osob v jednotlivých organizacích a porovnání řešení mezi nimi. V doporučení pro praxi je popsán návrh na zlepšení řešení hromadného postižení osob v obou organizacích.

Abstract:

The bachelor thesis deals with the comparison of the solution of mass disability of persons by the Emergency Medical Service of the Pilsen Region and the Bavarian Red Cross. The theoretical part of the bachelor thesis describes the basic components of the Integrated Rescue System in the Czech Republic, where the provider of emergency medical services is most discussed. The system in the Federal Republic of Germany for the preparation of emergencies is also described. The main part of the theoretical part is devoted to Disaster Medicine and Mass Solution in both countries with the procedure of dealing with mass disasters, and possible cross-border cooperation between emergency medical service providers of both countries. The practical part is realized in the form of a controlled interview, which was carried out with employees of the emergency medical service of the Pilsen Region and employees of the Bavarian Red Cross. The interviews were further processed using SWOT analysis. The main goal of the empirical part was to determine the readiness, solution of both organizations and mutual cooperation between them. The research points to the quality preparedness of both organizations to deal with mass disasters. The difference in solutions is evident in the availability of forces and resources, the submission of a situation report, the triage of patients and, last but not least, the involvement of volunteers on the German side. In the final part of the thesis, the strengths and weaknesses of solving mass disasters in individual organizations and the comparison of solutions between them are pointed out. The recommendations for practice describe a proposal to improve the solution of mass disasters in both organizations.
