Impacts on the labour market in the Teplice region associated with the decline of lignite mining

Abstract:

Útlum těžby uhlí v České republice představuje velmi aktuální problém nejen z ekonomického, ale také sociálního pohledu. V blízké době bude docházet k postupnému útlumu a následnému ukončení těžby hnědého uhlí na území České republiky. Je proto potřeba věnovat pozornost potenciálním dopadům, které tato situace přinese, a to zejména na trh práce. Cílem práce je posouzení dopadů na trh práce v okrese Teplice spojených s postupným ukončováním těžby hnědého uhlí v dole Bílina. Je nutné předvídat kvalifikační potřeby trhu práce a vyhodnotit, zda je nastavení aktivní politiky zaměstnanosti v České republice dostatečné. Pro dosažení stanoveného cíle byly porovnávány data o zaměstnancích společnosti Severočeské doly, a.s. a data z Úřadu práce ČR. Údaje o struktuře zaměstnanců byly pro účely této práce poskytnuty společností Severočeské doly, a.s. Sekundární data pro posouzení dopadů na trh práce a efektivnosti aktivní politiky zaměstnanosti byly získány obsahovou analýzou dat Ministerstva práce a sociálních věcí a dále z inertních statistik Úřadu práce ČR. Na základě výsledků bylo zjištěno, že nebude docházet k masivnímu nárůstu nezaměstnanosti, neboť téměř polovina zaměstnanců bude v následujících letech odcházet do starobního důchodu. V roce 2035 by se případné propouštění týkalo pouze 774 osob. Výsledky analýzy dat pomohly posoudit dopad útlumu těžby hnědého uhlí v Bílině na trh práce a následně zhodnotit nástroje aktivní politiky zaměstnanosti a navrhnout zlepšení možných nedostatků, tak aby se v následujících letech nezvyšovala míra nezaměstnanosti v teplickém okrese.

Abstract:

The decline of coal mining in the Czech Republic presents a very current issue not only from the economical point of view, but also the social view. Any time soon, the decline of coal mining will come about and subsequently brown coal mining throughout the Czech republic will come to an end. Therefore, it is essential to pay attention to the potential repercussions which this situation will bring about, especially to the labour market. The goal of this thesis is to assess the impact on the labour market in the region of Teplice related to the phasing out of coal mining in the mine of Bílina. It is necessary to predict the qualification needs of the labour market and appraise, if the current set of employment policy in the Czech republic is sufficient. After reaching the goal, the data of the employees from the company Severočeské doly, a.s. were compared as well as the data from the Czech job centre. The details of the structure of the employment policy were provided by the company Severočeské doly, a.s. The secondary data for assessing the consequences for the labour market and an effective active employment policy were achieved by the content analysis of data from Ministry of Labour and social affairs and then from the internal statistics of the Czech Job Centre. On the basis of the result, it was discovered that the massive increase in unemployment will not come about since nearly a half of employees will retire in the following years. In the year of 2035, the potential notice should apply to 774 people. The results of the data analysis helped to assess the impact of the decrease of brown coal mining in Bílina on the labour market and subsequently evaluate the tools of the active employment policy and propound an improvement of the possible shortcomings in such way that in the following years the increase of the unemployment in the region of Teplice does not occur.
