The financial model of PPP project

Abstract:

Stav dopravní infrastruktury je bezesporu důležitým ukazatelem v porovnání s okolními státy EU. Diplomová práce se zabývá otázkou vhodného způsobu financování veřejného sektoru do veřejné infrastruktury. Veřejný sektor poskytuje veřejné služby, a aby je poskytoval kvalitně, musí do nich investovat. Právě Partnerství veřejného a soukromého sektoru je jednou z možných variant. V teoretické části se práce zabývá právě otázkou rozdílu mezi PPP a klasickými veřejnými zakázkami. Dále se práce zaměřuje na samotný proces PPP, jeho účastníky, konkrétní typy PPP projektů, či možnostmi jejich financování. V diplomové práci se zabývám hodnocením PPP projektů a samotnou otázkou, zdali je pro stát PPP projekt výhodnější oproti klasické veřejné zakázce. Pokud se stát rozhodne projekt formou PPP realizovat a vypíše výběrové řízení, otevřou se příležitosti pro soukromé firmy – investory, dodavatele výstavby a provozu, financující instituce. Cílem diplomové práce je pomocí finančního modelu vyhodnotit ekonomickou stránku projektu z pohledu účastníka výběrového řízení – soukromé společnosti v roli investora.

Abstract:

The state of transport infrastructure is undoubtedly an important indicator compared to the surrounding EU countries. The diploma thesis deals with the question of the appropriate way of financing the public sector in the public infrastructure. The public sector provides public services, and to provide them with high quality, they must invest in them. Public / Private Partnership is one of the possible options. In the theoretical part, the thesis deals with the question of the difference between PPP and classical public contracts. In addition, the thesis focuses on the PPP process itself, its participants, specific types of PPP projects, or the possibilities of their financing. In the theoretical part of the diploma thesis I deal with evaluation of PPP projects and the question whether the PPP project is more advantageous than the classical public contract. If the state decides to implement the PPP project and lists the tender, opportunities will open for private companies - investors, construction and service suppliers, financing institutions. The aim of the diploma thesis is to evaluate the economic aspect of the project from the point of view of the tenderer - private company in the role of the investor.
