The State Budget Analysis of the Czech Republic

Abstract:

Tato práce nese název Analýza státního rozpočtu České republiky. V první kapitole, která se jmenuje státní rozpočet, je pojednáno všeobecně o historii státních rozpočtů. Dále jsou popsány rozpočtové zásady a v dalších podkapitolách je vysvětlena současná forma a podoba státních rozpočtů České republiky, a to včetně pravidel, podle kterých jsou současné rozpočty vytvářeny. Další podkapitola popisuje celý průběh legislativního procesu schvalování státního rozpočtu České republiky, od počátečních návrhů ministerstva až po vlastní schvalovací proces v Poslanecké sněmovně Parlamentu České republiky. Navazují podkapitoly, které popisují rozpočtovou politiku, proces a rozpočtový výhled. Druhá kapitola nazvaná jako členění státního rozpočtu, pojednává o příjmech státního rozpočtu, popisuje třídění příjmů, daně, pojistné, clo a ostatní příjmy. Kapitola pokračuje výdaji státního rozpočtu, které jsou roztříděny hned z několika hledisek. Poslední třetí kapitola této práce je věnována analýze příjmů a výdajů, hospodaření státu, vývoji státního dluhu v letech 1993-2013 a to vše je analyzováno i v hlavních historických souvislostech.

Abstract:

This work is titled The Analysis of the State Budget of the Czech Republic. In the first chapter, which is named The State Budget, the history of state budgets is widely discussed. Then, the budgetary principles are described. The present form and the scheme of state budgets of the Czech Republic are explained in further sections, including the rules which are followed when setting current budgets. In the following section the complete legislative process of approving the state budget of the Czech Republic is explained, right from the initial draft budgets of the Ministry of Finance of the Czech Republic till the approval process itself, held in the Chamber of Deputies of the Parliament of the Czech Republic. The budgetary policy, process and budget outlook follow in subsections of the thesis. The second chapter, entitled as The State Budget Division, discusses the state budget revenues, describes the sorting of income, taxes, insurance, customs duties and other revenues. Afterwards, the state budget expenditures follow, being classified from several points of view. The last third chapter of this thesis is devoted to the analysis of the income and the expenditures, the state financial management, the national debt development in the years 1993-2013, and they are all analysed with respect to major historical context.
