Contemperary situation of the organization of the public administration in the Slovak Republic

Abstract:

The goal of the presented bachelor thesis was to describe the current status of the organisation of public administration in Slovakia. In the first chapter, we defined the concept of public administration based upon the definitions of P. Škultéty, V. Hutta and P. Prucha; we addressed the basic organisation of public administration, which we divided into public and private administration, and in detail we addressed the types of public administration, namely state administration, municipality, and other public administration. The second chapter deals with the history of public administration, its development, reforms of public administration, reform stages of public administration according to historical milestones. At the end of this chapter, we shortly discussed the world-wide trends of the reformative processes in public administration. The third chapter addressed the organisation of the public administration in the Slovak Republic, while we separately analysed the current status of state public administration, municipality (local and regional), and we described the principles of public administration and the audit of public administration. The fourth chapter deals with the scientific project. The goals of our research were (1) to investigate the level of contentment with delivering services in specific towns and villages, (2) to compare the level of contentment in selected towns with the level of contentment in selected villages, (3) to specify the main reasons of discontent with delivered services. For the research, we used a sample of 120 respondents. The level of contentment of inhabitants with delivered services of public administration was examined using the questionnaires. The results of the research showed that the discontent of citizens with delivered services results from inefficient communication and insufficient orientation of employees of public administration on customers. At the end of our research we have suggested the solutions how to eliminate the detected facts.

Abstract:

Cieľom našej bakalárskej práce bolo popísať súčasný stav organizácie verejnej správy na Slovensku. V prvej kapitole sme vymedzili pojem verejnej správy, opierajúc sa o definície P. Škultétyho, V. Huttu a P. Pruchu; venovali sme sa základnému členeniu verejnej správy, ktorú sme rozdelili na verejnú správu a súkromnú správu a podrobne sme sa venovali druhom verejnej správy, ktoré sú: štátna správa, samospráva a ostatná verejná správa. V druhej kapitole sme sa venovali histórii verejnej správy, jej vývoju, reformám verejnej správy, etapám reformy verejnej správy podľa historických medzníkov a záverom tejto kapitoly sme spomenuli celosvetové trendy reformných procesov vo verejnej správe. Tretiu kapitolu sme venovali organizácii verejnej správy v Slovenskej republike, kde sme samostatne analyzovali súčasný stav organizácie štátnej správy, samosprávy (miestnej samosprávy a samosprávy VÚC), popísali sme princípy verejnej správy a kontrolu verejnej správy. Štvrtá kapitola bola zameraná na projektu výskumu. Cieľom nášho výskumu bolo zistiť mieru spokojnosti s poskytovaním služieb podľa jednotlivých miest a obcí. Porovnať mieru spokojnosti vybraných miest spolu s mierou spokojnosti s vybranými obcami spolu. Vyšpecifikovať hlavné dôvody nespokojnosti s poskytovanými službami. Výskum sme realizovali na vybranej vzorke 120 respondentov. Prostredníctvom dotazníkových otázok sme zisťovali spokojnosť občanov so službami verejnej správy. Z výskumu vyplynulo, že nespokojnosť so službami verejnej správy pramení z neefektívnej komunikácie a nedostatočnej prozákazníckej orientácie zamestnancov verejnej správy. V závere nášho výskumu sme navrhli riešenia na odstránenie zistených skutočností.
