The position of an employee of the Financial Administration of the Czech Republic in the context of the civil service

Abstract:

Bakalářská práce se zabývá analýzou postavení státního zaměstnance v prostředí Finanční správy ČR. Zkoumanou oblastí byl zvolen proces výběrového řízení, protože právě tento postup je prvním krokem ke státní službě. Pomocí systematické analýzy dokumentů byl podrobně rozebrán proces výběrového řízení v orgánu Finanční správy ČR a postavení účastníku řízení. Na základě získaných dat bylo vyhodnoceno postavení účastníků výběrového řízení na volné služební místo orgánu Finanční správy ČR v kontextu zákona č. 234/2014 Sb., o státní službě, ve znění pozdějších předpisů a navržena doporučení, která by mohla vést ke zrychlení procesu výběrového řízení.

Abstract:

The bachelor's thesis deals with the analysis of the position of the civil employee in the environment of the Financial Administration of the Czech Republic. The area of the selection procedure is chosen for the analysis, because the selection procedure is the first step towards the civil service. Using a systematic analysis of documents, the selection procedure for the position of civil employee by the Financial Administration of the Czech Republic is analyzed in detail. On the basis of the obtained data, the position of all participants in the selection process for the vacant position of the Financial Administration of the Czech Republic is evaluated in the context of act No. 234/2014 Coll., on Civil Service, as amended, and recommendations are proposed that could lead to acceleration the selection process and improving the selection of civil employees.
