Analysis of the Impact of the Labour Market Policies of the US Federal Government in the 1960s

Abstract:

Bakalářská práce se věnuje analýze a zhodnocení dopadů politik zaměstnanosti prezidenta Kennedyho a následně Johnsonovy administrativy. V teoretické části jsou nejprve vysvětleny základní pojmy týkající se politiky zaměstnanosti a nezaměstnanosti a poté jsou prezentována jednotlivá opatření administrativ obou prezidentů. V praktické části je pak představena analýza trhu práce za účelem testování hlavní hypotézy ve znění: opatření politiky zaměstnanosti federální vlády v 60. letech 20. století měla pozitivní dopad na vybrané ukazatele trhu práce ve sledovaném období. Na základě strukturálního rozboru jednotlivých ukazatelů podle pohlaví, rasy a věku se hlavní hypotézu podařilo částečně verifikovat. S výjimkou žen zaznamenaly ostatní ohrožené skupiny na trhu práce (mladí jedinci, Afroameričané a ostatní rasové menšiny) pozitivní vývoj ve většině sledovaných ukazatelů v komparaci s jejich referenčními skupinami (starší jedinci a běloši). Rovněž jsou analýze podrobeny ukazatele vzdělanosti a chudoby, jejichž vývoj souvisel s dopady politiky zaměstnanosti. Z práce vyplývá, že opatření federální vlády přispěla ke snížení míry chudoby. Přidanou hodnotou této práce je především autorův výzkum doplněný o vlastní statistické výpočty.

Abstract:

The bachelor thesis analyses and evaluates the impact of the labour market policies of President Kennedy and subsequently Johnson's administration. The theoretical part first explains the basic concepts related to employment policies and unemployment and then presents the individual measures of the administrations of both presidents. The practical part then presents a labour market analysis to test the central hypothesis: the employment policy measures of the federal government in the 1960s had a positive impact on selected labour market indicators in the period under study. The central hypothesis was partially verified based on a structural analysis of the individual indicators by gender, race, and age. Apart from women, the other vulnerable groups in the labour market (young individuals, African Americans, and other racial minorities) experienced positive trends in most of the indicators examined compared to their reference groups (older individuals and whites). Also analysed are indicators of education and poverty, whose changes were related to the effects of employment policies. The thesis suggests that federal measures have contributed to reducing the poverty rate. The added value of this thesis is mainly the author's research complemented by his own statistical calculations.
