Analysis of State Budget Mandatory Expenses of the Czech Republic with Focus on Pension Insurance Benefits and Related Pension Reform.

Abstract:

Předmětem této diplomové práce je problematika mandatorních výdajů, jako nejvýznamnějších výdajů státního rozpočtu ČR, s důrazem na sociální transfery, a to především na dávky důchodového pojištění, které jsou pro výdajovou stránku státního rozpočtu největší zátěží. Práce se nejprve soustřeďuje na strukturu, členění a analýzu vývoje mandatorních výdajů v posledních několika letech. Dále následuje stručné seznámení se systémem sociálního zabezpečení v ČR, a to z důvodu, že podstatou práce je především problematika růstu dávek důchodového pojištění. Práce podrobně popisuje jednotlivé dávky a analyzuje jejich vývoj. V další části práce hodnotí tento vývoj a zároveň představuje poslední, tzv. velkou důchodovou reformu, kterou právě zmiňovaný vývoj dávek důchodového pojištění odstartoval. Vzhledem k tomu, že tato reforma nesplnila očekávání, zamýšlí se v úplném závěru práce nad dalšími možnými řešeními této problematiky.

Abstract:

The thesis subject is problems of mandatory spending, as these represent the most significant part of Czech state budget spending, with particular emphasis on social transfers, mainly pension insurance benefits that are the greatest burden for spending side of the state budget. Firstly, the thesis focuses on structure, definitions, and analysis of the mandatory spending development in recent years. Secondly, it contains brief introduction of social benefit system in the Czech Republic as the thesis essence is primarily in the problem of pension insurance benefits growth. The thesis describes particular benefits in detail and analysis their developments. The next part of the thesis evaluates the development and at the same time, presents the most recent so called great pension reform that begun as a result of discussed pension insurance benefits developments. Taking into account that this reform has not met its expectations, other potential solutions to the problem are elaborated on in the last chapter of this thesis.
