Comparison of tax support for research and development in the EU countries

Abstract:

Diplomová práce se zabývá problematikou daňové podpory výzkumu a vývoje ve vybraných státech EU, a to v České republice, Velké Británii a Francii. Cílem práce je provést analýzu a následně komparovat daňové nástroje na podporu výzkumu a vývoje. První část práce je zaměřena na teoretické zkoumání literatury zabývající se inovační politikou a podporou výzkumu a vývoje se zaměřením na daňovou podporu. Druhá část práce popisuje nastavení inovační politiky ve zkoumaných státech, na kterou volně navazuje hlubší analýza konkrétních forem a specifik daňové podpory výzkumu a vývoje. Na základě výsledků analýzy je provedena komparace daňových schémat, a to ve vztahu k celostátnímu i regionálnímu počtu příjemců či žadatelů, sektoru podnikání a podílu nepřímé podpory na HDP. Závěrem jsou získané poznatky o daňových schématech zohledněny jako možný zdroj reformy českého systému daňové podpory výzkumu a vývoje.

Abstract:

The diploma thesis deals with the issue of tax support for R&D in three selected EU member states – in the Czech Republic, the UK and France. The aim of the thesis is to analyse and then compare the main R&D tax incentives. The first part of the thesis is a focused review of the theoretical literature dealing with innovation policy and support for R&D. The second part of the thesis describes major innovation policy features and tools in examined countries, followed by a deeper analysis of specific tools and forms of tax support for R&D. Based on the analysis results, the comparison of tax schemes is made, mostly in relation to the national and regional number of beneficiaries or applicants, business sector and indirect support as a percentage of GDP. Finally, the tax schemes knowledge is considered a possible source of the Czech R&D tax incentives scheme reform.
