Economic Autonomy of Municipalities in the Czech Republic

Abstract:

cílem této práce je shrnout základní problematiku územní samosprávy. To se týká jednak jejího historického vývoje a dále pak vývoje rozpočtů územních samosprávných celků. Je zde uvedeno, jakým způsobem funguje municipální finanční systém v České republice. Nedílnou součástí je základníinformace o postavení o obce jako základního územně samosprávního celku. Další část je věnována municipálním rozpočtům, zejména s důrazem na příjmy a výdaje Část práce je věnována rozpočtovému procesu, zásadám rozpočtového práva včetně rozpočtové skladby. Pozornost je také soustředěna na působ vypracování a schválení rozpočtu se zaměřením na municipality. Samostatnou částí je také způsob a funkce kontroly na úrovni územních samosprávných celků. V roce 2004 Česká republika vstoupila do Evropské unie. Bylo nutné i na úrovni municipalit se seznámit s problematikou financování z prostředků Evropské unie. V tomto období se noví členové seznamovali s praktickým s praktickým fungováním mechanizmů strukturálních fondů. Také naše republika musela pokračovat v některých krocích v rámci evropské regionální politiky. Jedná se nejen o harmonizaci právních předpisů, ale i o shodu v dalších oblastech života. Určitá nezkušenost vedla v letech 2004 - 2006 k tomu, že finanční prostředky nebyly čerpány v takové výši, jak se původně předpokládalo. Proto se pro další období v letech 2007 - 2013 vychází ze získaných praktických zkušeností tak, aby finanční prostředky byly čerpány s maximální efektivitou. Problematika ekonomické autonomie obcí, rozpočtů územních samosprávných celků a čerpání finančních prostředků z fondů Evropské unie je velmi rozsáhlá. Je proto snahou této práce poukázat na základní principy a problémy v této oblasti.

Abstract:

The aim of this work is to sumarize the basic problems of municipal authorities. It refers to their historical evolution and then to the evolution of municipal authority units' budgets too. The way the municipal financial system works in the Czech republic is mentioned here. Another essential part of this work is basic in information about municipilities' position as a basic information authority unit. Another part is about municipal budgets especially recepts and exspenses are pointed out and about a budgetary process, principles of budgetary law and structure too. This work pays attention to the way of eleraborating and certyfing budgets of municipalities. One self-contained part is also the way and the function of inspecrion at the level of municipal authority units. In 2004 the Czech republic became a member of the European union. It was necessary to get acguainted with problems of financing municipalities by the means of the Euripean union. At that time new members stated to get acguainted with practical working of structural funds systems. Also our republic had to continue in some processes in the field of european regional politics. The issue is not just agreement of legal regulation but also agreement in other parts of life. A certain inexperience in years 2004-2006 caused that financial means were not drawn in presupposed amount. Gained practical experience is used for drawing financial means with maximum effectiveness in next years 2007 - 2013. The basic problems of municipal authorities, municipal authority units' budgets and drawing financial means of the European union's funds are very extensive. The effort within this work is to refer to the basic principles and problems in this area.
