Liberalisation of Regional Passenger Railways in the V4 Countries

Abstract:

Cílem práce je zhodnotit stav a přístup k liberalizaci regionální železniční dopravy v zemích Visegrádské skupiny, popsat rozdíly, které v přístupu k regionální železnici a její liberalizaci uplatňují jednotlivé státy Visegrádské skupiny a identifikovat hlavní problémy a překážky tohoto procesu. První část uvádí charakteristiku regionální železniční dopravy a představuje základní ekonomické a železniční ukazatele zemí Visegrádské skupiny. Druhá část se zaměřuje na historické souvislosti výstavby regionálních tratích s potenciálním vlivem na jejich dnešní liberalizaci. Třetí část diskutuje evropský přístup k liberalizaci a jeho možné implikace pro liberalizaci regionálních železnic. Čtvrtá kapitola se pak zaměřuje na praktický přístup jednotlivých států k liberalizaci uplatněný na základě společného evropského přístupu. Závěrečná část shrnuje nejdůležitější poznatky a identifikuje nejvýznamnější problémy liberalizace regionálních železnic v zemích Visegrádu.

Abstract:

The aim of the thesis is to evaluate current status and approach to liberalization of regional rail transport in the V4 countries, describe differences of the approach to regional railways and the liberalization pursued by these countries and identify major problems and obstacles in this process. The first part presents main characteristics of regional railway transport and basic economic and rail indicators of Visegrad countries. The second part focuses on the historical context of the construction of regional railways with potential impact on their current liberalization. The third section discusses the European approach towards liberalization and its possible implications for the liberalization of regional railways. The fourth chapter is focused on a practical approach to liberalization applied by V4 countries on the basis of common European approach. The final section summarizes the most important findings and identifies the most important challenges of liberalization of regional railways in the Visegrad countries.
