Subsidy policy of municipalities in the selected region

Abstract:

Cílem práce je analyzovat pomocí metody benchmarking dotační politiku obcí správního obvodu ORP Hodonín na podporu vybraných oblastí místního rozvoje. Práce je zaměřena na individuální a programové dotace poskytované obcemi v letech 2013-2022 do oblasti kultura a církve, sociální věci a zdravotnictví, sport, školství, životní prostředí a zdraví. Základní ukazatele přinesly nejdůležitější výsledky. Ve všech oblastech se ukazuje téměř identické rozmístění obcí v žebříčku v závislosti na počtu obyvatel. Čím větší je obec, tím vyšší částku na 1 obyvatele nebo větší podíl ze svých příjmů poskytuje do oblasti. Obce se zřízenou příspěvkovou organizací jsou v dané oblasti největšími poskytovateli. Vysoké investiční dotace významně mění obvyklé pořadí obcí. U některých obcí se projevuje trend růstu hodnot ukazatelů. Výsledky mimo benchmarking ukazují, že mezi obcemi neexistuje jednotná evidence dotací v závěrečných účtech. Výsledky práce nemusí vypovídat o skutečné účinnosti dotační politiky obcí, protože dotace jsou ovlivněny mnoha faktory, které benchmarking zkoumat neumožňuje.

Abstract:

The aim of the work is to analyze, using the benchmarking method, the subsidy policy of the municipalities located in the administrative district of municipality with extended competence Hodonín to support selected areas of local development. The work is focused on individual and program subsidies provided by municipalities in the years 2013-2022 in the area culture and church, social affairs and healthcare, sports, education, environment and health. Basic indicators provided the most important results. In all areas, the distribution of municipalities in the ranking is almost identical, depending on the number of inhabitants. The larger the municipality, the higher the amount per inhabitant or the larger the share of its income it provides to the area. Municipalities with an established state-funden institution are the largest providers in the given area. High investment subsidies significantly change the usual order of municipalities. Some municipalities show a trend of increasing indicator values. The results outside of benchmarking show that there is no uniform record of subsidies in the final accounts of the municipalities. The results may not indicate the real effectiveness of the municipality's subsidy policy, because subsidies are influenced by many factors that benchmarking does not allow to examine.
