Accessibility of the office to city residents

Abstract:

Přístupnost úřadů je jednou ze základních podmínek fungování veřejné správy obecně, v tomto případě města. Cílem této práce je zhodnocení přístupnosti Magistrátu města Děčína obyvatelům města při využití chytrých technologií a při komparaci s městy podobného charakteru. Digitalizace veřejné správy (Zákon č. 12/2020 Sb., o právu na digitální služby státu) přináší řadu možných výhod a benefitů pro všechny občany města, zejména těch se zdravotním postižením. Základem jsou společné požadavky kladené komplexně na přístupnost měst. Tato práce řeší přístupnost Magistrátu města Děčína všem občanům s důrazem na občany se zdravotním postižením. Přístupnost je ve všech aspektech řešena obecně, s odkazem na platnou legislativu. V rámci komparace s přístupností Magistrátu města Děčína jsou zvolena další dvě města, a to Most a Pardubice. Analýza byla provedena na základě oficiálních webových stránek jednotlivých měst, kde je povinnost tyto jednotlivé části přístupnosti pro občany uvádět. Výsledky analýzy jsou komparovány a vyhodnoceny. Závěrem práce je zjištění na základě analýzy, které z vybraných měst splňuje kritéria přístupnosti nejlépe, v tomto případě na tom je nejlépe město Děčín, které splňuje nejvíce stanovených kritérií. Naopak nejhůře je na tom město Pardubice.

Abstract:

Accessibility of offices is one of the basic conditions for the functioning of public administration in general, in this case the city. The aim of this work is to evaluate the accessibility of the Municipality of Děčín to city dwellers in the use of smart technologies and in comparison with cities of a similar nature. Digitisation of public administration (Act No. 12/2020 Coll., on the right to digital services of the state) brings a number of possible benefits and benefits for all citizens of the city, especially those with disabilities. The basis is common requirements placed comprehensively on urban accessibility. This work addresses the accessibility of the Municipality of Děčín to all citizens with an emphasis on citizens with disabilities. Accessibility in all aspects is addressed in general terms, with reference to the legislation in force. As part of the comparison with the accessibility of the Municipality of Děčín, two other cities are chosen, namely Most and Pardubice. The analysis was carried out on the basis of the official websites of individual cities, where it is mandatory to list these different parts of accessibility for citizens. The results of the analysis are extravagant and evaluated. The conclusion of the work is to find out on the basis of an analysis which of the selected cities meets the accessibility criteria best, in this case the city of Děčín is best placed to meet the most specified criteria. On the contrary, the town of Pardubice is the worst off them.
