Reform of accounting in the public sector and its application in the selected sector

Abstract:

Tato diplomová práce se zabývá reformou ve veřejném sektoru od jejího počátku až po nejvýznamnější změny platné od 1. 1. 2014. V první kapitola pojednává o zrodu reformy veřejného sektoru v podmínkách České Republiky. Poukazuje na její význam, účelovost a především na její postupný vývoj a cíl. Druhá část teoretické práce upozorňuje na důležité změny v zákonných předpisech, které upravují stávající účetní postupy a metody účetních jednotek, tak aby byly výkazy účetní jednotek srovnatelné a bylo možné provést jejich konsolidaci. Aplikační část se zabývá konkrétním problémem v oblasti vybraných účetních jednotek a tím je zbytková hodnota. Na třech příspěvkových organizacích je zobrazen jejich přístup k aplikaci zbytkové hodnoty. Dále je zde zobrazen její dopad na odpisové plány majetku a především na výsledek hospodaření.

Abstract:

This master thesis deals with the reform of the public sector from its beginning to the most significant changes becoming effective from 1st of January 2014. The first chapter deals with the beginning of the reform of the public sector in the Czech Republic. It points out its importance, purpose and especially its gradual development and goal. The second part of the theoretical work emphasizes to important changes in the legal regulations that adjusting existing accounting policies and methods of accounting entities, so that the financial statements are comparable and allow the consolidation. The application section focuses on a specific issue in the selected entities and it is a residual value. There is displayed approach of application of the redisual value by three state-funded institutions. There is also displayed the impact of the residual value on depreciation schedules of assets and especially on its profit.
