The Praded Euroregion and its role in strengthening cross-border cooperation and regional development

Abstract:

Současný společenský a kulturní život v regionech českého a polského pohraničí, dnešní Euroregion Praděd, je silně poznamenán mementem minulosti, které mělo za příčinu to, že toto území není spojováno s hlubšími kulturními tradicemi. Z historického pohledu se jedná o území, které bylo po obou stranách až do konce 2. světové války z většinové části osídleno etnickými Němci. Po jejich odsunu došlo od roku 1945 k umělému osídlení českým a polským obyvatelstvem. Společnému řešení rozvoje chybějících hodnot podobně historicky poznamenaných území po obou stranách hranice nepomohla ani její mnohaletá velmi špatná prostupnost. Z pohraničí po obou stranách tak zbytečně vznikla periferie, kde nefungoval prostor pro vytváření přeshraničních vazeb a spolupracujících systémů v oblasti kulturních a sociálních systémů. Dobrovolné zájmové sdružení Euroregion Praděd vzniklo jako synergický nástroj řešení výše uvedených handicapů. Cílem této bakalářské práce je vyhodnocení, zda je společnost, za předpokladu určité finanční a metodické podpory, tj. realizací aktivit projektů, schopna posílit fungující mechanizmy česko-polské spolupráce. V rámci bakalářské práce budou představeny a vyhodnoceny aktuální projekty českého a polského partnera, které byly realizovány v oblasti kultury, kulturního dědictví a společenského života. Zároveň dojde, za pomoci dotazníkového šetření na obou stranách hranice, k vyhodnocení cílové skupiny, jejich názoru a potřeb v oblasti kulturního života v pohraničí. Hlavním cílem je zjištění, zda nástroj, který nese název Euroregion Praděd je pro pohraničí efektivní a udržitelný.

Abstract:

The current social and cultural life in the Czech and Polish borderlands (today the Praded Euroregion) is strongly marked by the memento of the past times, which caused that this area is not associated with deeper cultural traditions. From a historical point of view, this is an area which was mostly inhabited by the ethnic Germans on both sides until the end of the World War II. Since 1945. After the expulsion of the Germans, this area was artificially inhabited by the Czech and Polish population. Long period of a very poor permeability did not help to jointly address the development of the missing values of similarly historically marked areas on both sides of the border. In the borderland on both sides there became the useless periphery, where the space did not work for the cross-border links and the cooperating systems either in the culture and social systems. The voluntary interest association the Praded Euroregion was established as a synergistic tool for solving the above-mentioned handicaps. The aim of this bachelor thesis is to make an evaluation if the community of this area is able to strengthen the functioning mechanisms of the Czech-Polish cooperation provided there are used the financial and methodical supports, it means the implementation of the projects. In the Bachelor thesis there will be presented and evaluated the current projects of the Czech and Polish partners. These projects were implemented in the culture, the cultural heritage and in the social life. Based on the questionnaire survey, there will be evaluated the target group, their opinion and needs in the field of cultural life in the borderland. The main aim of this Bachelor thesis is to find out whether the instrument, called the Praded Euroregion, is effective and sustainable for the borderlands.
