Abstract:

The thesis deals with an analysis of trends in the area of tax arrears in the Slovak Republic since year 2000 and the reasons of persistence and continuous rise of these. The current status of tax arrears is investigated and factors leading to situation whereby tax subjects submit tax returns but fail to settle their tax liability or fail to settle the correct amount thereof. The thesis further deals with separate methods of tax liability distraint and a level of tax recovery resulting from an enforced exaction of taxes in order to ensure that the tax liability is duly settled or amount of tax arrears reduced. Based on an analysis of current status the thesis outlines suggestions of measures that might be of benefit and make the work of tax distrainers in the area of recovering tax arrears more effective by eliminating the occurrence or reducing and slowing further rise of tax arrears.

Abstract:

Diplomová práce se zaobírá analýzou vývoje daňových nedoplatků v Slovenské republice od roku 2000, příčinami jejich vzniku a neustálého růstu. Hodnotí současný stav daňových nedoplatků a faktory, které vedou daňové subjekty k přiznání, ale nezaplacení daně, respektivě neodvedení v správné výšce. Pojednává o spůsobech daňové exekuce a úrovni vymáhání jako nuceného výkonu, který sleduje zaplacení anebo snížení daňových nedoplatků. Na základě analýz současného stavu navrhuji opatření, které by měli dopomci ke zefektivnění práce daňových exekutorů v oblasti vymáhání daňových nedoplatků, k eliminaci vzniku daňových nedoplatků a ke snížení, respektivě spomalování jejich růstu.
