Old industrial regions - development tendencies and opportunities

Abstract:

Předložená disertační práce řeší problematiku starých průmyslových regionů jako specifických území vyspělých států světa. V západní Evropě tyto oblasti čelily od zhruba 80. let. 20 stol. vážným problémům se zastaralostí svých struktur a poklesu výkonnosti regionální ekonomiky. Lze říci, že symbolizovaly v koncentrované regionální podobě nejzásadnější zakolísání fungování ekonomiky kapitalistických (a později i postsocialistických) států v průběhu 20. století. Díky tomu přitahují pozornost širší veřejnosti i decizní sféry, neboť bylo třeba řešit vážné ekonomicko-společenské důsledky regionální propadu. Také z pohledu akademicko-výzkumné sféry se jedná o zajímavá území, na kterých je možné sledovat a interpretovat regionální proces změny, který patří k fundamentálním tématům výzkumu v regionálních vědách. Disertační práce postupuje od obecného ke konkrétnímu. V úvodní části je vymezeno chápání starých průmyslových regionů, popsána jejich specifika a základní strukturální charakteristiky. V této části se objevuje i nástin regionálně ekonomické typologie starých průmyslových regionů v evropském prostředí. Jedná se do značné míry o iniciační pokus, neboť i v zahraniční odborné literatuře absentují snahy o bližší kategorizaci jednotně vnímané skupiny starých průmyslových regionů. Značná pozornost je věnována teoretickým základům sledování příčin úpadku starých průmyslových regionů a prostor je dán především evolučně zaměřeným přístupům. Následně jsou řešeny obecné otázky transformace starých průmyslových regionů s důrazem na její hospodářskou dimenzi (ekonomická restrukturalizace). Poté se těžiště pozornosti přesouvá ke konkrétnímu zhodnocení tématu v České republice a zejména v Ústeckém kraji, který představuje ideální příklad starého průmyslového regionu v našich podmínkách. Nejdříve je zhodnocen vývoj českého průmyslu v jeho nejdůležitějších etapách s důrazem zejména na změny po roce 1989 a následně detailněji analyzován vývoj průmyslu v Ústeckém kraji. To poskytuje základ pro vymezení starých průmyslových regionů v ČR a možnost nastínit možné směry rozvoje Ústeckého kraje ve smyslu kombinace lokální tradice a globálních trendů rozvoje územních jednotek. Disertační práce principiálně nabízí souhrnný přehled poznatků tématu starých průmyslových regionů, rešerši jeho dosavadního chápání v akademicko-výzkumném prostředí a v případě České republiky a zejména Ústeckého kraje analytické zhodnocení vývoje průmyslu jako určující kontextuální struktury vývoje starých průmyslových regionů. Tím by měl být vytvořen základ pro další specifičtější a znalost problematiky starých průmyslových regionů prohlubující výzkumné záměry.

Abstract:

The presented dissertation thesis deals with the problems of old industrial regions as specific areas of developed countries of the world. In Western Europe these areas has faced great problems with their matured structures since 80s and also the productivity of regional economics has decreased. It can be said that these regions symbolized in a concentrated regional form the most fundamental loss in functioning of state capitalistic economics (later on also of post socialistic economics) in 20th century. Attention is therefore paid to them by wider public as well as by decisive sphere because it is necessary to solve economic-social consequences of this regional decline. Taking academic-research sphere point of view into consideration these regions are very interesting areas because it is possible to observe in them and interpret a regional process of change which is one of the fundamental topics in regional sciences research. The dissertation thesis starts from the abstract and continues to the specific topics. In the introductory part understanding of old industrial regions is specified, its particularities are described as well as its structural characteristics. It offers also a survey of regional economic typology of old industrial regions in Europe. To a certain degree it is an initiative attempt to closely categorize individually perceived groups of old industrial regions because these aims for closer categorization are missing in foreign expert literature. A distinctive part of the thesis deals with theoretical bases of observation of decline reasons at old industrial regions and especially with evolution-aimed approaches. The following text focuses on general questions of old industrial regions transformation with emphasis on their economic dimension (economic restructuralizing). The focus point of the thesis is furthermore turned to detailed evaluation of the topic in the Czech Republic and especially in Ústí region. The Ústí region represents an ideal example of old industrial regions in the Czech Republic. At first there is an evaluation of Czech industry in its most important phases; especially stressed are the changes after 1989, it is followed by a detailed analysis of industry development of the Ústí region. This development evaluation and analysis forms a basis for definition of old industrial regions in the Czech Republic and also it gives an opportunity to outline possible development directions of the Ústí region in the sense of local tradition combination with global tendencies of spatial units development. The dissertation thesis principally offers overall survey of findings to the topic of old industrial regions, research of current perception of the topic in an academic-research sphere and in the case of the Czech republic and especially in the case of the Ústí region it offers an analytical evaluation of industry development as a decisive contextual structure of old industrial regions development. The thesis should create a basis for further more specifying research intents as well as a basis for such intents that deepen the knowledge about old industrial regions.
