Blended finance instruments in the international development cooperation: evaluation of Czech practice in the context of "best practices”

Abstract:

Smíšené financování je aktuálním trendem v oblasti rozvojových financí. Cílem této práce je odhalit slabá místa české praxe smíšeného financování zahraniční rozvojové spolupráce a na základě zahraničních zkušeností doporučit možná řešení. Za tímto účelem byly zmapovány vybrané zahraniční “best-practices” a česká praxe financování rozvojových projektů - mimo jiné i prostřednictvím rozhovorů se zástupci relevantních českých institucí. Zároveň bylo provedeno dotazníkové šetření mezi soukromými subjekty, které mají zkušenost s českými programy smíšeného financování. Z poznatků výzkumu vyplývá, že je značný prostor pro další zkvalitňování aktuálně využívaných nástrojů, například skrze větší přizpůsobení potřebám soukromého sektoru či větším zapojením do mezinárodní spolupráce, a že značnou příležitost skýtá i zapojení nástrojů nových, jako například zvýhodněných úvěrů či kapitálových vstupů.

Abstract:

Blended finance is a current trend in the field of development finance. The aim of this thesis is to uncover the limitations in the Czech practice of the blended financing of international development cooperation and, based on experience from abroad, to recommend solutions. For this purpose, the thesis maps foreign “best-practices” and the Czech international development cooperation practice, including through interviews with representatives of relevant Czech institutions. Moreover, a questionnaire-based survey was done among Czech private entities experienced in the programs of blended finance. Findings of the research show that there is a substantial space for improvements of the currently used instruments, such as by adjusting to the needs of private entities or by participating in international collaborations, and that there is a big opportunity in working with new instruments, such as subsidised loans and equity finance.
