Infrastructural Alternatives of the Oil Supply of the Czech and Slovak Republics in Central Europe

Abstract:

Cílem výzkumu je analyzovat možnosti ropovodní infrastruktury s ohledem na alternativy k primární zásobovací trase (ropovodu Družba), přičemž případem je stanovena infrastrukturní bezpečnost zásobování ropou v ropném sektoru příslušné země v časovém horizontu 2012-2020 představovaná potenciálem nahraditelnosti. V rámci komparativní interpretativní případové studie jsou komparovány dva případy, a to Česká republika a Slovenská republika. Analýza je s ohledem na blízkost zvolených entit prováděna pro zvolené případy vždy současně a následně jsou sledovány optimální a suboptimální varianty pro možnost společného postupu. Výchozí stav ropného sektoru pro Česko a Slovensko bude v experimentální části srovnán se šesti infrastrukturními alternativami. Půjde o ropovod Ingolstadt-Kralupy-Litvínov, ropovod Adria, potenciální ropovod Bratislava-Schwechat-Pipelie a ropovod Adria-Wien Pipeline, potenciální ropovod Oděsa-Brody-Adamowo-Plock-Gdaňsk, potenciální ropovod Spergau-Litvínov a vodní cestu Lobau-Bratislava. V textu je stanovena základní hypotéza, že vzhledem k existující infrastrukturní ropovodní síti, vzhledem k různé geografické pozici a vzhledem k různým způsobům řešení diversifikace nemají Česká a Slovenská republika vlastně příliš společného a společná infrastrukturní řešení zabezpečení plynulosti dodávek nejsou optimální a žádoucí. Tato hypotéza je ověřována analýzou a komparací ropné infrastruktury v obou případech.

Abstract:

The aim of the research is to analyze the potential of pipeline infrastructure with regard to alternatives to the primary supply line (Druzhba pipeline). The substitutability potential, i.e. the infrastructural security of oil supply in the oil sector of the respective country in the 2012-2020 timeframe is referred as the case. In the context of the comparative interpretive case study two cases are compared, namely Czech and Slovak Republics. With regard to the proximity of selected entities the analysis is performed always simultaneously for selected cases and subsequently optimal and suboptimal variants for the possibility of joint action are monitored. The initial status of the oil sector for the Czech Republic and Slovakia will be compared to six infrastructural alternatives in the experimental part. These are the Ingolstadt-Kralupy-Litvinov pipeline, the Adria pipeline, the potential Bratislava-Schwechat-Pipelie and Adria-Wien Pipeline, the potential Odessa-Brody-Plock-Adamowo-Gdansk oil pipeline, the potential Spergau-Litvinov pipeline, and the Lobau-Bratislava waterway. The text provides basic hypothesis that, given the existing pipeline infrastructure network, different geographical position and various ways of solving diversification issues, Czech and Slovak Republics actually do not have much in common and common infrastructural security solutions are not optimal and desirable. This hypothesis is verified by analyzing and comparing the oil infrastructure in both cases.
