Influence of EU membership on municipalities in the Czech Republic

Abstract:

Tato práce zkoumá vliv členství České republiky v Evropské unii na obce I. a II. stupně. Klíčovým aspektem výzkumu je ověření pravdivosti tvrzení: "V důsledku členství České republiky v Evropské unii došlo k organizačním změnám v obcích I. a II. stupně." Práce na základě provádění hloubkových rozhovorů s odpovědnými osobami pracujícími na obecních a městských úřadech zkoumá, zda byly zaznamenány personální a organizační změny na obecních či městských úřadech, jakým způsobem obce postupují při žádání o evropské dotace a jaké problematické aspekty jsou s touto činností spojeny. Zkoumáno je taktéž, zda se v důsledku členství ČR v EU posílila spolupráce mezi obcemi a jestli obce prosazují své zájmy v souvislosti s evropskými záležitostmi. Práce je tvořena dvěma částmi. Teoretická část se zabývá vymezením konceptu evropeizace a prezentuje výzkumy evropeizace měst. Empirická část prezentuje a analyzuje výsledky výzkumu ve vybraných obcích a na základě toho dospívá k potvrzení či vyvrácení tvrzení práce a taktéž zodpovídá výzkumné otázky.

Abstract:

This thesis traces the influence of EU membership on czech municipalities. The key aspect of the research is verification of the main statement: „There are organizational changes in czech municipalities due to EU membership." On the basis of interviews conducted with officials at local authorities this thesis examines whether there are personal and organisational changes at local authorities, how municipalities apply for dotations from EU structural funds and which problematic aspects are associated with it. It also studies whether cooperation between municipalities is strengthened and whether municipalities promote their interests in relation to EU affairs. The thesis consists of two parts. Theoretical part deals with the concept of europeanisation and also presents research of europeanisation of cities. The empirical part presents and analyzes outcomes of research in the municipalities and verifies or falsifies the main statement and also answers the research questions.
