Abstract:

Tato disertační práce se zaměřuje na praktické využití teorie optimálních měnových zón. Cílem je vybrat z této rozsáhlé teorie ty nejpodstatnější kritéria a na základě tohoto výběru empiricky ověřit jak si Česká republika a další členové Evropské Unie, kteří zároveň nejsou účastníky Eurozóny stojí při uplatnění těchto kritérií. Jak je v práci argumentováno, jsou dvě nejdůležitější kritéria této teorie. První kritérium, které bylo poprvé publikováno P. Kenenem, které se zabývá průmyslovou strukturou, synchronicitě ekonomického cyklu a diverzifikaci ekonomiky. Druhé se zabývá efektivitou měnové politiky malé otevřené ekonomiky, tzv McKinonovo kritérium. Práce se empiricky zaměřuje na právě toto druhé kritérium. V první empirické části využívá Mélitzův model z období, který rozšiřuje McKinnonovo kritérium o další aspekty determinující efektivitu měnové politiky. Druhá empirická část je ekonometrická analýza využívající panelová data reálných úrokových měr kandidátských zemí Eurozóny, Eurozóny a USA. Tato analýza potvrzuje, že většina zemí v EU, které neplatí Eurem stejně následuje měnovou politiku Eurozóny a to tím více, čím je hlouběji finančně a kapitálově integrována s Eurozónou. Třetí empirická analýza zkoumá vliv náhlého a trhy neočekávaného rapidního zvýšení úrokových sazeb v České republice na směnný kurz České koruny vůči Euru. Metodou, která kombinuje prvky strojového učení a Bayesiánských časový řad byla vytvořena kontra faktuální predikce EURCZK, která by nastala, kdyby se ČNB zachovala tak jak trhy předpokládaly. Reálný kurz se jen na pár dnů statisticky významně odchýlil od této predikce. U malé otevřené ekonomiky by přitom tato situace měla vyvolat zásadnější apreciaci Koruny podle McKinnon(1963). V závěrečné kapitole práce posuzuje relevanci jednotlivých kritérii a tyto poté aplikuje na hodnocení ekonomické přínosnosti členství v Eurozóně jak pro Českou Republiku, tak pro další kandidátské země. Vzhledem k tomu, že všechny zkoumané země kromě Rumunska splňují dvě nejdůležitější kritéria, mělo by pro ně připojení k Eurozóně být ekonomicky prospěšné. Ovšem, členské státy kvůli nekompletnosti této měnové unie čelí riziku uvíznutí v tzv. „špatném ekvilibriu“, které může přebít výhody plynoucí ze společné měny.

Abstract:

The dissertation thesis focuses on the practical use of the optimum currency area (OCA) theory. The thesis strives to assess the vast OCA literature and select its most relevant criteria for the contemporary discussion of countries considering joining a currency union. Based on the chosen criteria, the thesis evaluates the Eurozone candidate countries. As is argued, there are two most important criteria. One of them considers the synchronicity of business cycles, industrial structures, and product diversification of the currency union members. This criterion is attributed mainly to work by P. Kenen. The second criterion deals with trade openness and its consequent limitation on monetary policy independence which is based on arguments by R. McKinnon. The thesis empirically researches the latter criterion. In the first empirical analysis, the Mélitz model is applied to the group of Eurozone candidate countries. The model builds on the McKinnon's criterion and extends it with aspects that determine the usefulness of the exchange rate as a tool to impact a country's terms of trade. The second empirical part is a panel data econometric analysis of the candidate countries' real interest rate changes. The research confirms that most of the countries in the Eurozone orbit follow the policy of the ECB. The more a country is financially and capitally integrated with the Eurozone, the more the changes in real interest rates are associated with the changes in the Eurozone. The third empirical analysis examines a rapid and unexpected hike of the Czech hallmark interest rate on the EURCZK exchange rate. The investigation is conducted by constructing a counterfactual prediction of the EURCZK rate for the situation if the CNB would act as the market had expected. The actual exchange rate significantly deviated from the counterfactual one only in the first week after the move, and then it regressed back to the predicted values. However, the sudden and substantial exchange rate increase should impact the exchange rate significantly in the logic of McKinnon's criterion. The final chapter synthesizes the thesis's analytic findings and literature review to evaluate the net economic benefits of the Euro adoption. The researched countries, apart from Romania, fulfill, among others, the two most important criteria. Therefore, the Euro adoption should be economically beneficial for them. Although there is still one risk that can disrupt the benefits, and that is the monetary union's incompleteness. The incomplete setup of the Eurozone may push any member country to a so-called "bad equilibrium" that can be potentially more costly than the benefits from membership in the union.
