Continuity and Change through the Lens of the Role Theory of Foreign Policy

The approach of the US presidents to the issue of construction of Israeli settlements in the occupied territories in the period since the end of the Cold War

Abstract:

This master's thesis aim is to trace the stability and change in the U.S. foreign policy towards Israeli settlements in the post-Cold War administrations, i.e. the administrations of George H. W. Bush, Bill Clinton, George W. Bush, Barack Obama, and Donald Trump. The continuity is followed through the role theory of foreign policy which explains the state behaviour by the national role conceptions (NRCs). Eight relevant NRCs are deployed, which are Regional Protector, Mediator-integrator, Facilitator, Faithful Ally, Strategic Partner, Independent, Enforcer, and Soft Power. The thesis combines qualitative and quantitative research method. First, the thematic content analysis of each administration's statements on the Israeli settlements is used in order to identify the NRCs and to follow the change in U.S. foreign policy from 1989 to 2021. Second, the calculation of the NRC's mean deviation is carried out to determine the stability of the researched phenomenon. The thesis observed both, stability and change of the followed phenomenon in the U.S. foreign policy, however each to a different extent. Most consistently, administrations used roles that linked their foreign policy towards Israeli settlements with peace efforts. On the other hand, the biggest changes in behaviour were those that pointed to good U.S.-Israeli relations when mentioning Israeli settlements.

Abstract:

Cílem této diplomové práce je sledovat stabilitu a změny v zahraniční politice USA vůči izraelským osadám v administrativách v období po studené válce, tj. administrativách George H. W. Bushe, Billa Clintona, George W. Bushe, Baracka Obamy a Donalda Trumpa. Kontinuita je sledována prostřednictvím teorie rolí v zahraniční politice, která vyjadřuje chování zahraničního státu pomocí národních koncepcí rolí (NRC). Je použito osm relevantních NRC, kterými jsou regionální ochránce, prostředník-integrátor, facilitátor, věrný spojenec, strategický partner, nezávislý, vymahač a soft-power. Práce kombinuje kvalitativní a kvantitativní výzkumnou metodou. Tematická obsahová analýza byla využita v rámci prohlášeních administrativ ohledně izraelských osad, aby bylo možné identifikovat NRC a tak sledovat změny v zahraniční politice USA od roku 1989 do roku 2021. Poté byla vypočítána průměrná odchylka NRC, díky čemuž bylo možné určit stabilitu využívání jednotlibých rolí. Práce vysledovala jak stabilitu, tak změnu sledovaného fenoménu v zahraniční politice USA. Administrativy nejstabilněji využívaly role, které spojovaly jejich zahraniční politiku vůči izraelským osadám se snahami o dosažení míru. Naopak, největší změny v chování administrativ byly ty, které poukazovaly na dobré americko-izraelské vztahy při zmínce o izraelských osadách.
