Service relationship of members of armed forces

Abstract:

Bakalářská práce se zabývá právním vztahem, ve kterém příslušníci bezpečnostních sborů vykonávají službu pro stát. Teoretická část se zabývá služebním zákonem, popisuje podmínky pro vznik, změny a zánik služebního poměru příslušníků bezpečnostních sborů a předpoklady k přijetí do služebního poměru k Policii České republiky. V praktické části byly pro porovnání přijímacího a výběrového procesu vybrány Národní protidrogová centrála služby kriminální policie a vyšetřování Policie České republiky a policejní složka Spolkové policie Německo, konkrétně její podsložka Sasko. V práci jsou využity metody deskripce, obsahové analýzy, obsahové syntézy a komparace. Podmínky a průběh přijímacího řízení k Policii České republiky v porovnání s přijímacím řízením k saské Spolkové policii jsou si velmi podobné, a to jak z hlediska daných předpokladů pro výkon služby, tak z hlediska průběhu výběrových modulů. I přesto se zde nachází několik podstatných rozdílů, což je shrnuto v závěrečné části práce.

Abstract:

The bachelor thesis deals with the legal relationship in which members of the security forces perform service for the state. The theoretical part deals with the service law and describes the conditions for the establishment, changes, and termination of the service relationship of members of the security forces and the prerequisites for admission to the service relationship with the Police of the Czech Republic. In the practical part, the National Drug Control Centre of the Criminal Police and Investigation Service of the Police of the Czech Republic and the police force of the Federal Police of Germany, specifically its subdivision Saxony, were selected for comparison of the recruitment and selection process. The methods of description, content analysis, content synthesis, and comparison are used in the paper. The conditions and the course of the recruitment procedure to the Czech Police compared to the recruitment procedure to the Saxon Federal Police are very similar, both the given prerequisites for the performance of the service and the course of the selection modules. Even so, there are some significant differences, which are summarized in the final section of the thesis.
